Castrillo de los Polvazares approves the new ordinance and parking fee
Por FactBox Admin

The Neighborhood Council of Castrillo de los Polvazares has definitively approved the modification of the Special Ordinance regulating the parking control service in the town and the Fiscal Ordinance regarding the fee for the provision of said service. The agreement became definitive as no claims were filed during the public exhibition period and is published in the Official Gazette of the Province of León no. 200, dated October 21, 2026, with the official reference BOP-LE-2026-200016. The announcement occupies page 48 of 114 of the provincial gazette.
The text is made public in compliance with article 17.4 of the Royal Legislative Decree 2/2004, of March 5, which approves the consolidated text of the Law Regulating Local Treasuries. The publication follows the provisional agreement of the Neighborhood Council passing the public information process without objections, which automatically converts the initial approval into a definitive one. The announcement was signed in Castrillo de los Polvazares on October 15, 2026, by the president of the Neighborhood Council, Esteban José Salvadores Javares.
New object of the service and signage of rates
The modification provides a new wording for articles 1, 3, and 4 of the regulation. Article 1 establishes the object of the ordinance: to regulate the public parking service in areas owned by the Neighborhood Council of Castrillo de los Polvazares designated for that purpose. The regulation thus delimits its scope of application to neighborhood-owned parking lots, not to the entirety of the town’s road network.
Article 3 deals with user information. According to the approved text, the applicable parking rates shall be signaled at the entrances of the parking lots, so that the driver is aware of the amount before entering the premises.
Exemptions from the fee payment
Article 4 regulates the exemptions and establishes that the Neighborhood Council will provide beneficiary vehicles, when necessary, with a distinctive mark that must be placed in a visible location in the vehicle. The following are exempt from the payment of the parking fee:
- Motorcycles and mopeds.
- Duly identified vehicles for disabled persons.
- Vehicles of the spouse and relatives of owners and residents, up to the first degree of kinship by consanguinity or affinity, and domestic partners, whether or not they are registered in the corresponding Public Registry.
- Vehicles of residents and owners of homes and premises.
The list extends protection to regular users of the parking lot and their immediate family environment, in addition to the owners of homes and premises in the town.
Processing and scope of the publication
Final approval occurs through the mechanism of administrative silence provided for in local treasury regulations: once the public exhibition period has elapsed without claims, the provisional agreement is elevated to definitive status without the need for a new pronouncement by the body. The full publication of the modifications in the provincial bulletin fulfills the requirement to publicize fiscal ordinances and their changes.
The announcement is inserted in the section for other local entities of the bulletin, alongside the budget and general account procedures of other neighborhood councils in the province, within the block of provisions of the Junta Vecinal de Castrillo de los Polvazares.
The entry into force of the new wording directly affects those who use the neighborhood-owned parking lots in Castrillo de los Polvazares: residents and owners of homes and premises are exempt from the fee, while visitors must adhere to the rates indicated at the entrances. Furthermore, the text consolidates a parking control model typical of a smaller local entity, with fixed exemptions and a visible badge system for its practical application.
