Castilla y León distributes 264,000 euros in aid to 48 farmers due to fires

The Regional Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy of the Junta de Castilla y León has arranged the direct granting of subsidies for a total amount of 264,000 euros in favor of 48 professional farmers, livestock breeders, and beekeepers whose holdings were damaged by the large forest fires of the summer of 2026. This is established by Order AGR/839/2026, of August 28, published in the Official Gazette of Castilla y León number 170, of September 2, 2026 (official reference: BOCYL-D-02092026-170-6).

The measure is part of Agreement 135/2026, of July 30, of the Junta de Castilla y León, which programs actions for the recovery of areas affected by the forest fires of the summer of 2026. The areas considered affected are those included in the Resolution of July 30, 2026, of the Second Vice-Presidency of the Junta, expanded by the Resolution of August 4, 2026, and delimited through the graphic and satellite systems of the Regional Ministry.

A minimum aid of 5,500 euros per holder

Each beneficiary will receive a single minimum aid of 5,500 euros, which may be increased up to a maximum of 25,000 euros in future agreements depending on the affected agricultural area, the number of animals that died, were lost or slaughtered, and the hives destroyed. The order, signed in Valladolid on August 28 by the regional minister Joaquín Antonio Pino, is justified by the “devastating consequences” of the fires on the agricultural sector: burned crop areas, destroyed hives, and the death or disappearance of livestock.

The aid falls under the de minimis aid regime and complies with Regulation (EU) No 1408/2013, of December 18, 2013, therefore the total amount granted to a single company may not exceed the maximum limit established during any three-year period. The direct grant is supported by article 22.2.c) of the General Subsidies Law 38/2003, of November 17, and article 31.1 of the Subsidies Law of the Community of Castilla y León 5/2008, of September 25.

Beneficiary profile

Those who have submitted the 2026 CAP single application in Castilla y León and meet the registration requirements in the Special Social Security Regime for Self-Employed Workers (RETA) are considered “professional farmers and livestock breeders.” Among the 48 beneficiaries are both natural persons and entities:

• Natural persons registered in the RETA for agricultural activity, with or without incorporation into the Special System for Self-Employed Agricultural Workers (SETA).
• Agri-food cooperatives, community land exploitation cooperatives, and associated work cooperatives.
• Agricultural Transformation Societies (S.A.T.) and shared ownership of holdings.
• Communities of assets, vacant inheritances, civil societies, and commercial entities with a majority partner registered in the RETA.

Annex II of the order lists the beneficiaries, including Jorge García Vega, Jaime Mallo Mouriz, Sergio Álvarez Rodríguez, Sandra Carrera Fernández, María Carmen Robles Alas, and Patricio Gutiérrez González, as well as entities such as Agrícola del Porma, S.L., González Herrero CB, El Sotillo Titularidad Compartida, SAT Agrícola Ganadera del Condado, Villa Carral SAT, Garfí SAT, Joral Sdad. Coop., Llagar SAT, Ganadería Hermanos Ferreras González Sdad. Civil, Granja Zarandiel Sdad. Civil, Río Muniellos S.L., and Tenoira Gayoso SAT.

Single payment and appeal deadlines

Given the special circumstances of force majeure, the aid shall be deemed accepted from the date of publication of the order in the B.O.C. y L., and a single payment per beneficiary will be issued once it has been verified that they are up to date with their tax and Social Security obligations. If the interested party rejects the grant, they will have a period of ten days from publication to state so.

Against the order, which exhausts administrative remedies, a motion for reconsideration may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months, counted in both cases from the day following its publication.

The measure represents direct support for the productive fabric of the burned areas, with the aim of protecting the viability of the holdings, maintaining activity and employment, and recovering economic activity as soon as possible in the municipalities affected by the fires of the summer of 2026.
