Castilla y León approves its regional statistical plan 2026-2029

The Regional Government of Castilla y León has approved the Castilla y León Statistical Plan 2026-2029 through Decree 24/2026, of August 27, published in the Official Gazette of Castilla y León number 168, of August 31, 2026. The regulation, promoted by the Department of Economy and Finance, organizes the regional statistical production for the next four-year period and declares the operations included in the plan as mandatory to complete.

The decree, signed by the president of the Regional Government, Alfonso Fernández Mañueco, and by the counselor of Economy and Finance, Carlos Fernández Carriedo, enters into force the day after its publication and replaces the previous plan, which was in effect for the 2022-2025 period.

An organizing instrument for regional statistics

The plan is based on the exclusive competence that the Statute of Autonomy of Castilla y León recognizes for the Community in statistical matters (article 70.1.29º) and develops Law 7/2000, of July 11, on Statistics of Castilla y León, which establishes the plan as the main organizing instrument for regional statistical activity. Its preparation had the favorable opinion of the Statistical Advisory Council of Castilla y León and the agreement of the Statistical Commission of Castilla y León.

The new plan renews the commitment to the principles of public statistics and adheres to transversal criteria such as the Code of Practice for European Statistics, the coordination of processes, quality improvement, the use of administrative-based statistics, and the incorporation of sustainable development and a gender perspective.

Structure in four annexes

The plan is organized into four annexes that define its content and scope:

  • Annex I: general and specific objectives for the four-year period.
  • Annex II: list of statistical operations, their basic concepts, and their description (name, objectives, responsible body, personal, temporal, and territorial scopes, method of collection, and estimated cost).
  • Annex III: investment program 2026-2029, subject to the availability of credit from the annual budget laws.
  • Annex IV: complementary information linking the plan with the previous one (2022-2025).

Obligations and monitoring

The statistics in the plan are official and mandatory to complete, although data that may reveal ethnic origin, political opinions, religious convictions, or circumstances affecting privacy may only be collected with express consent. The General Directorate of Budgets, European Funds, and Statistics directs and coordinates the execution, and the Statistical Advisory Council monitors the degree of compliance through annual programs.

The plan remains in effect until December 31, 2029, with an automatic extension if a new plan has not entered into force by January 1, 2030. The regulation directly affects companies and citizens required to provide data, and provides for the conclusion of agreements and contracts to optimize resources and disseminate the results.
