Castilla y León updates the organizing committee for the entrance exam
Por FactBox Admin

The Regional Ministry of Industry, Universities, Employment and Trade of the Regional Government of Castilla y León has modified the composition of the Organizing Commission for the University Entrance Examination in Castilla y León through Order IEM/1057/2026, dated October 6. The provision is published in the Official Gazette of Castilla y León (BOCYL) no. 201, corresponding to Friday, October 16, 2026, within section I.D of other provisions. The regulation comes into force the day following its publication, that is, October 17, 2026.
The order modifies two precepts of Order EDU/1225/2024, dated November 14, which develops the characteristics of the entrance examination for undergraduate university studies in Castilla y León and constitutes the organizing commission for the exam. The change does not alter the content or structure of the test, but rather the administrative affiliation and the composition of the body that organizes and coordinates it.
The state framework is established by Royal Decree 534/2024, dated June 11, which regulates the access requirements for official undergraduate university studies and the basic characteristics of the test. Article 18 requires educational administrations, after consulting universities, to constitute an organizing commission composed of representatives from public universities, the educational administration, and high school teachers from public centers, in addition to other experts, with a balanced composition of men and women. This requirement derives from Article 38.2 of Organic Law 2/2006, dated May 3, on Education, as amended by Organic Law 3/2020, dated December 29.
A commission attached to Universities
The first article of the order rewrites Article 10 of Order EDU/1225/2024. The organizing commission ceases to depend on the regional ministry competent in educational matters and becomes a collegiate body attached to the regional ministry competent in university matters, with the purpose of organizing the test and coordinating the various agents involved in its execution.
The presidency now falls to the head of the general directorate competent in university matters, or their delegate, and the secretary will be appointed by the presiding officer from among the members of the body. When the presidency deems it necessary, experts considered appropriate may participate in the meetings, with a voice but without a vote.
Renewed composition of the body
The commission is composed of the following members:
- The head of the competent directorate for universities, or their delegate.
- The head of the competent general directorate for the academic organization of Bachillerato, or their delegate.
- The head of the competent general directorate for the organization of educational and psychopedagogical guidance, or their delegate.
- The head of the rectorate or vice-rectorate competent in entrance examinations for each of the public universities of Castilla y León.
- A teacher serving as the technical lead for the organization and development of the exam at each university, appointed by the competent vice-rectorate.
- One member of the competent general directorate for universities and another from the competent general directorate for the academic organization of Bachillerato, appointed by their respective heads.
- A member of the Central Education Inspectorate.
- Four officials from the education inspectorate corps, or acting inspectors and secondary education teachers, appointed by the general directorate for the academic organization of Bachillerato.
- Two directors of public centers and one from subsidized centers, appointed by the same general directorate, after consulting the association of directors of public secondary education centers of Castilla y León, the employers’ associations, and the majority union of subsidized education.
Members shall not receive financial remuneration from the competent department for universities for the exercise of their functions. The second article also updates article 11.n of the 2024 order, which assigns to the commission any other functions entrusted to it by the competent department for education or for universities.
Administrative Reorganization and Processing
The modification responds to the departmental reorganization of the regional Administration. Decree 2/2026, of June 13, by the President of the Junta de Castilla y León, regarding the restructuring of departments, required the adjustment of certain administrative structures. Subsequently, Decree 12/2026, of June 29, assigned the administrative actions regarding universities to the Department of Industry, Universities, Employment, and Trade, while Decree 18/2026, of June 29, assigned non-university educational policy and the General Directorate of Planning and Academic Organization to the Department of Education.
During the processing, the procedures for prior public consultation and public hearing and information were carried out through the Open Government Portal of the Junta de Castilla y León, in accordance with Law 3/2001, of the Government and Administration of the Community of Castilla y León, and Law 39/2015, of the Common Administrative Procedure. The order was signed in Valladolid on October 6, 2026, by the Councilor for Industry, Universities, Employment, and Trade, Juan Carlos Suárez-Quiñones Fernández.
The change affects all Baccalaureate students taking the entrance exam and the centers that organize it, as it reorganizes who decides and coordinates the exam in the community. Although it does not modify the content or the grading criteria, the new assignment to the Department of Industry, Universities, Employment, and Trade reinforces the influence of universities in the organization of a test that determines access to Undergraduate studies in Castilla y León.
