Castilla y León opens the temporary employment pool for Agricultural Technical Engineers
Por FactBox Admin

The Ministry of the Presidency of the Regional Government of Castilla y León has called for the establishment of the temporary employment pool for the Corps of Agricultural Technical Engineers of the regional administration. The decision is formalized through Order PRE/1109/2026, of October 23, published in the Official Gazette of Castilla y León no. 210, of October 29, 2026 (reference BOCYL-D-29102026-210-4, pages 15 to 19). The text bears the signature of the Minister of the Presidency, Luis Miguel González Gago, and exhausts the administrative route.
The call is based on Article 43 of Law 7/2005, of May 24, on the Civil Service of Castilla y León, which requires that the selection of interim civil service personnel be carried out through a system of open and public pools or lists. In its development, Decree 18/2025, of December 18, was approved, which regulates the selection of interim civil service personnel and temporary labor personnel of the General Administration of the Community and its autonomous bodies.
The process is structured into three phases: electronic registration, the provisional list of members and excluded persons with their scores, and the final list ordered by score. The pool will remain permanently open so that any interested person can request their inclusion at any time.
Cut-off date and submission of applications
The regulation sets November 30, 2026, as the cut-off date: those registered on that day or, if it is a non-working day, the first following working day, will participate in the establishment of the pool.
- Registration may be carried out from the day following the publication of the order in the gazette, that is, from October 30, 2026.
- The application is electronic and is available on the Public Employees Portal of the Regional Government of Castilla y León; it must be signed and registered electronically.
- All processing, including appeals, will be electronic.
- Anyone providing professional experience in another public administration must check the corresponding box and attach the supporting documentation.
- The remaining merits will be verified ex officio by the managing body through its databases, files, and records.
Applicants must meet the requirements of nationality, qualification, age, capacity, and authorization required for access to the corps, which must be met at the time of registration and maintained while they remain registered.
Scale: up to 40 points for passed exams
Annex I of the order details the merits and their weighting:
- 10 points for each eliminatory exercise passed in the open access selection processes for the body held in the five years prior to the cutoff date, up to a maximum of 40 points.
- 7 points for the eliminatory exercise not passed in the last call, provided that at least 25% of the maximum score of the exercise is achieved and it was held in the previous five years.
- 0.05 points per month of experience as an interim civil servant in the body itself, with a maximum of 12 points, counting services from the twenty years prior to the cutoff date.
- 0.0375 points per month of experience as an interim in an equivalent body of another Public Administration, with a maximum of 9 points.
In the event of a tie, priority will be given to the higher score according to the order of merits in the annex; if the tie persists, the letter of the draw for the order of action of the current public employment offer will be considered and, failing that, the time of registration in the pool.
Allegations, calls, and delegation of management
Once the provisional list is approved, interested parties will have ten business days to submit allegations. Subsequently, the resolution with the final list and the effective date of the pool’s operation will be issued, which will supersede the one currently in effect; both lists will be published in the bulletin and on the Public Employees Portal.
The call will be made exclusively electronically. On the 10th, 20th, and last day of each month —or the following business day— the positions whose coverage has been authorized will be published, along with requirements, characteristics, and the reason for the temporary coverage. Members may request one or several positions in order of preference within a period of two business days; the award will follow the order of precedence of the pool among those who are available and meet the requirements.
The management and constitution of the pool is delegated to the holder of the General Secretariat of the Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy, who will also resolve the appeals for reversal. An administrative-law appeal may be filed against the order before the Administrative Litigation Section of the Court of First Instance of Valladolid within two months, and optionally an appeal for reversal before the Ministry of the Presidency within one month.
The call provides a stable and permanent channel for filling vacancies and substitutions in a strategic area for the rural environment, and turns the passed exercises and previous experience into the determining criterion for the order of calling, meaning that graduates with a trajectory in the regional Administration start with an objective advantage.
