Castilla-La Mancha reorganizes the Education Inspection with a new decree

The Governing Council of Castilla-La Mancha has approved Decree 45/2026, of September 1, which regulates education inspection in the region, published in the Official Gazette of Castilla-La Mancha (no. 171, of September 7, 2026, reference 2026/6441). The regulation comprehensively reorganizes the inspection function and repeals the previous Decree 34/2008, which had regulated the organization of the Inspection for nearly two decades.

The decree, promoted by the Regional Ministry of Education, Culture, and Sports, adapts regional regulations to the changes introduced by Organic Law 3/2020 (LOMLOE) and by Royal Decree 68/2026, of February 4, which updates and unifies the state framework for the inspection function. The Sectoral Education Board and the School Council of Castilla-La Mancha participated in its processing, with a mandatory report from the Consultative Council. The regulation was signed by President Emiliano García-Page Sánchez and Regional Minister Amador Pastor Noheda.

A pedagogical model with a greater presence in centers

The text defines an inspection model of a pedagogical nature, moving away from the bureaucratic, with a greater presence in centers and oriented toward prevention and advisory services. The Inspection will act with transversal competence in any type of center, regardless of its level, modality, or ownership, and will be governed by the principles of impartiality, technical autonomy, unity of action, transparency, confidentiality, and teamwork.

• Purposes: ensure compliance with laws, guarantee the right to education, and improve the quality and equity of teaching.
• Functions: supervise teaching practice and management functions, evaluate centers and services, advise the educational community, and guide improvement plans.
• Powers: free access to centers and facilities, examination of documentation, and the status of public authority for inspectors.

New organizational structure

The Inspection is organized into a central body, the General Inspection of Education, and provincial bodies, the Education Inspection Services, one for each province. Additionally, advisory and participation bodies are created:

• The Education Inspection Council, chaired by the general inspector.
• The Provincial Councils and the Provincial Coordination Commissions.
• The Zone teams, with a minimum of three inspectors, and the Specific work areas, two of a regional nature.

The mandates for provincial, deputy, and zone coordination leadership are set at four years, and each center, plan, program, and service will have a reference inspector.

Access, training, and evaluation

Access to the Education Inspectorate is governed by Royal Decree 68/2026, through a public call for applications by the Department. The regulation provides for an induction plan and mentoring for new inspectors during their first course, as well as initial and permanent training plans with an international dimension.

The Inspectorate will be subject to periodic internal and external evaluation, with provincial and regional improvement plans that will be made available to the public. Inspectors may request voluntary evaluation for the recognition of their work and professional promotion, and will receive the remunerative supplements typical of the teaching civil service, including the permanent training supplement or sexenio.

The decree will enter into force on the day following its publication in the Official Gazette of Castilla-La Mancha. With this reorganization, the region updates an essential public service to guarantee the quality and equity of the non-university educational system, both public and private, and reinforces the professionalization and technical autonomy of those exercising the inspection function.
