Castilla-La Mancha renews the regulations of its regional Health Council

The Regional Ministry of Health of Castilla-La Mancha has approved Order 126/2026, of September 1, which approves the new Organization and Operation Regulations of the Health Council of Castilla-La Mancha, the highest body for citizen participation in health matters in the region. The regulation is published in the Official Gazette of Castilla-La Mancha number 172, of September 8, 2026, in section I of General Provisions, page 31534, with official reference [2026/6438]. The text will enter into force twenty days after its publication.

The order, signed by the Regional Minister of Health, Jesús Fernández Sanz, repeals the previous regulation, approved by the Order of June 12, 2001, and adapts the body to the current legal framework, particularly to Law 40/2015, of October 1, on the Legal Regime of the Public Sector. The plenary session of the Council approved the reform proposal by absolute majority in its session on July 22, 2026.

A renewed and more operational body

The Health Council, based in Toledo and attached to the ministry with health competencies, acts in plenary and through its permanent commission, a support body incorporated into the regulations for the first time and created by the first final provision of Law 2/2026, of April 9. The commission reports on draft regulatory provisions developing Law 8/2000, of November 30, on Health Planning, and handles requests addressed to the Council that do not correspond to its ordinary functions.

The permanent commission will be composed of the presidency, the secretariat, and nine members elected for a renewable period of four years, with representation from:

• The Regional Government of Castilla-La Mancha.
• Consumer, user, and neighborhood associations.
• Local corporations, at the proposal of the Federation of Municipalities and Provinces of Castilla-La Mancha.
• The most representative trade union organizations and those of the Sectoral Table of Health Institutions.
• Business organizations.
• Professional colleges of doctors, veterinarians, pharmacists, and nurses.
• The University of Castilla-La Mancha.
• Mutual aid and self-care associations of a regional scope.
• The most representative association of people with activity limitations.

Telematic operation and deadlines

The new regulation consolidates the use of electronic means in sessions, which may be held via audio conference or video conference, guaranteeing the identity of the participants and real-time interactivity, without prejudice to the possibility of in-person meetings. The plenary will hold at least one ordinary session per year, with notice given at least ten days in advance, while the permanent commission will meet at least twice a year, with five days’ notice.

Agreements are adopted by a majority of those present, with the presidency holding a casting vote to break ties, and dissenting members may submit a separate vote within two days. Sessions may be recorded, and the files shall be preserved with guarantees of integrity and authenticity.

Composition of the plenary

The plenary maintains the composition provided for in Law 8/2000, with members representing the regional administration, consumers and residents, local corporations for each Health Area, trade unions, business organizations, professional associations, the university, mutual aid associations, and persons with activity limitations. Members are appointed by resolution of the competent department, with a renewable four-year term.

The reform of the regulations may be promoted upon the proposal of one-third of the members of the plenary and must be approved by an absolute majority, processed by order of the competent department in health matters.

Relevance for the citizenry

The renewal of the regulations reinforces citizen participation in regional healthcare, providing the Health Council with a more agile structure adapted to electronic administration. The incorporation of the permanent commission and telemetric operation allow for more continuous monitoring of health policies, with a direct impact on the governance of the healthcare system of Castilla-La Mancha.
