Castilla-La Mancha regulates the internship phase for new teachers

The General Directorate of Human Resources of the Ministry of Education, Culture and Sports has published the resolution of August 27, 2026, which regulates the internship phase for candidates who passed the selection processes for entry into the Teaching Corps via the competitive examination system, in both the open category and the category for persons with disabilities. The regulation appears in the Official Gazette of Castilla-La Mancha (DOCM) number 168, dated September 2, 2026, under reference 2026/6360, and affects the teachers joining the region’s centers on September 1.

The internship period, which is part of the selection process itself, aims to verify the candidates’ aptitude for teaching, as established in section 5.3 of the second basis of the call resolutions of January 20, 2026, published in DOCM number 18, dated January 28. The resolution now develops the mechanisms for tutoring, training, and evaluation provided for in section 59 of the eleventh basis of said calls.

Provincial qualifying commissions

A qualifying commission will be established in each province, responsible for organizing the training, appointing tutors, evaluating the work plan, and grading the candidates at the end of the process. The commissions must be constituted within 10 business days from the publication of the resolution.

  • President: the Provincial Chief Inspector or the person to whom they delegate.
  • Members: two Education Inspectors and two center Directors, designated by the Provincial Delegation of Education, Culture and Sports.
  • Constitution requires the presence of all members, except in special circumstances assessed by the Provincial Delegate.

Tutors and training activities

The tutor will be appointed by the commission upon the proposal of the center director, preferably from among career civil servant teachers with at least five years of service. Their functions include advising the intern, guiding their actions, and attending a minimum of two class sessions per month.

The training activities, programmed in coordination with the Regional Center for Teacher Training, will have a minimum duration of 60 hours, of which 30 will be dedicated to the Basic Course in Occupational Risk Prevention, in compliance with Law 31/1995 and Royal Decree 39/1997. Attendance will be mandatory and will cover specialty didactics, the structure of the educational system, evaluation, tutoring, and attention to diversity.

Evaluation: fit or unfit

The final grade is the responsibility of the qualifying commission, which will assess the applicant’s final report as well as the reports from the tutor, the center director, the training managers, and the designated education inspector. The evaluation will be expressed in terms of “fit” or “unfit”, and only those who have completed a internship period of at least six months may be graded.

  • Those graded as “unfit” may repeat the phase only once in the 2027/2028 course.
  • Those who are found “unfit” for a second time will lose all rights to their appointment as career civil servants.
  • An administrative appeal (recurso de alzada) may be filed against a grade of “unfit” before the Director General of Human Resources within one month.
  • Applicants who do not complete the internship for justified reasons will be declared “not graded” and may repeat it in subsequent courses.

Duration and incorporation

The internship phase, which is carried out on a full-time basis, will have a minimum duration of six months and will generally conclude on March 31, 2027, for those who join on September 1, 2026. The appointment will have economic and administrative effects from that date, subject to taking possession of the assigned position.

The resolution, signed by the Director General of Human Resources, José Manuel Almeida Gordillo, in Toledo on August 27, 2026, provides coverage for hundreds of new teachers joining centers throughout the region this course, in a process that determines their definitive consolidation as career civil servants.
