Castilla-La Mancha modifies jobs of more than 60 civil servants in nine regional ministries

The Ministry of Finance, Public Administrations and Digital Transformation of Castilla-La Mancha has approved the modification of the List of Positions (RPT) for the Junta’s civil servant staff, a measure affecting more than 60 employees distributed across nine ministries and public bodies. The resolution, dated 11 August 2026 and signed by the Minister Juan Alfonso Ruiz Molina, was published in the DOCM number 156 of 17 August 2026, with official reference 2026/6088.

Regulatory framework and background

The resolution is based on Article 46.3.a) of Law 5/2025, of 19 December, on the General Budgets of the Junta de Comunidades de Castilla-La Mancha for 2026, which assigns to the ministry with competence in public employment the approval of the lists of positions for civil servant staff. This competence was assigned to the Ministry of Finance, Public Administrations and Digital Transformation by means of Decree 104/2023, of 28 July.

The modification responds to two previous calls for Public Employment Offers through internal promotion. The Agreement of 19 December 2023, of the Governing Council, provided for the offer of 75 positions through direct internal promotion to the Executive Corps, Administrative Specialty, under the general quota, and 3 positions under the quota for persons with disabilities. Added to this is the Agreement of 26 November 2024, which established 74 positions under the general quota and 4 positions under the disability quota in the same corps.

Conversion of positions from C2 to C1

The central objective of the resolution is to convert the positions of civil servant staff who have passed the selection process through direct internal promotion, raising them from subgroup C2 to subgroup C1 of the Executive Corps, Administrative Specialty, assigning them to the positions detailed in the annex to the resolution without modifying the method of provision through which they obtained their original position. This transformation implies a change in administrative category and, consequently, an update of the associated supplements and remuneration.

Consequences and affected positions

The modifications affect positions located in workplaces in various provinces of the autonomous community, including:

  • Toledo (central headquarters of multiple ministries and provincial delegations)
  • Albacete (delegations of Finance, Education, Economy and Equality)
  • Guadalajara (Health Service)
  • Ciudad Real, Cuenca and Tomelloso (various educational and administrative centres)
  • Localities such as Roda (La), Navahermosa, Numancia de la Sagra, Quintanar de la Orden, Talavera de la Reina and Iniesta

The transformed positions include the categories of administrative officer, assistant administrative officer, secretary to the director, secretary to the delegate, telephone operator, team leader group D, among others. Annex II of the resolution lists by name all affected civil servants, including among others Carlos Dorado Martín, Silvia Gómez Rodríguez, María Pilar Merino Fraile, Juan Luis Rodríguez Luengo and Raquel Hormigos Bermejo, among more than 60 professionals.

Appeals regime

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court of Toledo, in accordance with Law 29/1998, of 13 July, on Contentious-Administrative Jurisdiction. Likewise, on an optional basis, an appeal for reconsideration may be filed with the same regional ministry within one month, in accordance with articles 123 and 124 of Law 39/2015, of 1 October, on the Common Administrative Procedure.

Impact on regional administration

The approval of this resolution marks the culmination of an internal promotion process that has been managed since 2023 and allows dozens of civil servants of the Regional Government to advance in their administrative career, moving from subgroup C2 to C1.
