Castilla-La Mancha convoca el concurso estatal de traslados para inspectores educativos

The Regional Ministry of Education, Culture and Sports of the Junta de Comunidades de Castilla-La Mancha has announced the state-level transfer competition for officials of the Corps of Inspectors at the Service of the Educational Administration and Education Inspectors for the 2026/2027 academic year. The call is contained in the Resolution of 10/23/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 209, of October 30, 2026, with official reference 2026/7770, and bears the signature of the regional minister Amador Pastor Noheda.

The resolution is based on the sixth additional provision of Organic Law 2/2006, of May 3, on Education (LOE), which requires educational administrations to periodically call for state-level transfer competitions to ensure the ability of teaching officials to apply for positions in other administrations. An identical provision is found in Article 7 of Royal Decree 1364/2010, of October 29, as amended by Royal Decree 677/2024, of July 16, which establishes the biennial nature of these calls.

The last state-level call for the Corps of Education Inspectors took place in the 2024/2025 academic year, via the resolution of 10/24/2024, therefore the call for the 2026/2027 academic year is now due. Furthermore, the procedure complies with Order EFD/1041/2026, of September 30, of the Ministry of Education, Vocational Training and Sports, which establishes the common procedural rules.

The text incorporates the doctrine of judgment no. 1081/2022, of 07/21/2022, of the Supreme Court: services provided as an interim official or trainee must be valued equally to those of career officials, as the contrary is considered discriminatory according to Directive 1999/70/EC.

Positions, applications and calendar

The positions called for are the vacancies existing or occurring at least until 12/31/2026, which will be increased by the results of the competition itself and those originating in Castilla-La Mancha from the resolution of competitions called by the Ministry and by other autonomous communities. The provisional and final determination of vacancies will be published in the DOCM.

The calendar established in the eighth and sixteenth bases is as follows:

  • Application period: from 11/5/2026 to 11/26/2026, both inclusive.
  • Submission: exclusively electronic, through the Teaching Personnel Portal and the Electronic Office of the Junta, using Cl@ve identification, electronic certificate, or DNIe.
  • Taking possession of the new destination: 09/01/2027.
  • Appeal against provisional scores: 5 business days.
  • Appeal against provisional allocation and waiver: 10 business days.

Annex II of the resolution contains the list of centers with the codes of the five Provincial Delegations of Education, Culture, and Sports —Albacete, Ciudad Real, Cuenca, Guadalajara, and Toledo— to which requests within the autonomous scope are addressed. The positions in Castilla-La Mancha are ordinary; therefore, the itinerary mark should not be indicated.

Requirements, scale, and evaluation body

To participate voluntarily, it is necessary that, as of 08/31/2027, at least two years have passed since taking possession of the last definitive destination, in accordance with Article 11 of Royal Decree 1364/2010. In the case of special voluntary leave regulated by Law 6/2012, of August 2, six months in that situation are additionally required. Personnel from other educational administrations may request positions in Castilla-La Mancha through the call for applications of their own community.

The evaluation of merits corresponds to a commission appointed by the General Directorate of Human Resources, chaired by the General Inspector of Education of Castilla-La Mancha and composed of four inspectors designated upon their proposal; the member with the least seniority in the body shall act as secretary, and representative trade union organizations may be part of it. The scale in Annex I scores seniority, academic merits, and training.

Those who have a provisional destination after a leave of absence or suspension, those who have lost their position by court ruling or suppression of the post, and the trainee civil servants selected in the competitive examination convened by the resolution of 12/19/2025, who must obtain their first definitive destination in the community, are also required to compete.

The resolution ends the administrative route: a motion for reconsideration may be filed before the counselor within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Toledo within two months, starting from the day following its publication.

The call opens a double mobility channel for the inspection staff: it allows inspectors from Castilla-La Mancha to apply for positions in other communities and, at the same time, allows professionals from all over Spain to compete for positions in the region, with effects on the organization of the five provincial inspection services starting from the 2027/2028 academic year.
