Castilla-La Mancha grants aid to 275 municipal libraries for 1.1 million

The Regional Ministry of Education, Culture, and Sports of Castilla-La Mancha has resolved the granting of subsidies intended for the support of municipal public libraries for the year 2026, reaching 275 local entities. The resolution, signed on September 14, 2026, by the regional minister Amador Pastor Noheda, is published in the Official Gazette of Castilla-La Mancha (DOCM) No. 184, dated September 24, 2026, under reference 2026/6784. The annex details the nominal list of beneficiaries, the amounts granted, and the subsidized expenditure modalities.

The grants are governed by Order 45/2025, of March 21, of the Regional Ministry of Education, Culture, and Sports (DOCM No. 61, of 03/28/2025), which establishes the regulatory bases, and by the Resolution of 03/20/2026, which called for the subsidies for this fiscal year. The instruction and organization of the procedure were the responsibility of the provincial delegations, through the administrative units competent in library matters, and the evaluation was conducted by the valuation commission provided for in the eleventh base.

The file went through several phases: the provisional proposals were published on July 3, 2026, on the electronic notice board of the Regional Government of Castilla-La Mancha, with a ten-day period for allegations, and the final proposals on July 24. After a material error was detected in two final proposals, the valuation commission was convened again on August 27, and the updated proposals were published on September 4, 2026. The expenditure is charged to budget items 18080000.G/452A/46411 and 18080000.G/452A/76417.

Beneficiaries and Amounts

The annex lists 275 beneficiary entities, mostly city councils of small municipalities across the five provinces, along with entities with a territorial scope smaller than a municipality, such as the Eatim Gárgoles de Abajo or the Minor Local Entity of Aguasnuevas. Individual amounts range from 495.29 euros for the Consuegra City Council to 9,398.92 euros for the Liétor City Council. The highest subsidies are:

• Liétor City Council (Albacete): 9,398.92 euros.
• Lezuza City Council (Albacete): 8,370.56 euros.
• Albatana City Council (Albacete): 8,090.56 euros.
• Alatoz City Council (Albacete): 7,800.36 euros.
• Férez City Council (Albacete): 7,778.14 euros.
• Cañete City Council (Cuenca): 7,728.09 euros.
• Villar de Olalla City Council (Cuenca): 7,470.65 euros.
• Mahora City Council (Albacete): 7,436.94 euros.

The top entity by score is the Ballestero (El) City Council, with 41.50 points and 5,149.16 euros.

Four Expenditure Modalities

Each grant is divided into four modalities: contracting (A), bibliographic acquisitions (B), cultural activities (C), and library equipment (D). The annex breaks down the amounts according to their allocation to chapter 4 (A+C) and chapter 7 (B+D):

• Modality A, contracting of personnel or services.
• Modality B, bibliographic acquisitions.
• Modality C, cultural activities.
• Modality D, library equipment.

Thus, the City Council of Villaseca de La Sagra receives 6,891.59 euros, of which 4,747.50 correspond to chapter 4 and 2,144.09 to chapter 7, while the City Council of Villarrubia de Los Ojos receives 5,585.79 euros.

Dismissals, inadmissibilities, and withdrawals

The resolution also addresses the requests that were not granted:

• Eleven requests dismissed for not meeting the beneficiary status or not complying with the requirements of the third base, including those of the City Council of Alcázar de San Juan (Patronato), City Council of Campo de Criptana, City Council of Torre de Juan Abad, Cultural Association of Cercadillo, City Council of Trillo, City Council of Burguillos de Toledo, City Council of Mejorada, City Council of Navahermosa, City Council of Santa Cruz del Retamar, City Council of Villatobas, and City Council of Los Yébenes.
• Seventy requests inadmissible for processing because another subsequent request had been submitted, in accordance with section two of the ninth base, such as those of the City Council of Alpera, City Council of Hellín, City Council of Villamalea, City Council of Guadamur, or City Council of Yuncos.
• One entity withdrew its request: the City Council of los Navalucillos, dated 04/27/2026.

Obligations and appeals

Beneficiary entities must comply with the obligations of the fifteenth base and justify the subsidized activity in accordance with the seventeenth base of Order 45/2025, by submitting the enabled form in the “Procedure Forms” section and the required documentation in “How are my procedures going?” of the Electronic Office. Publication in the DOCM has all the effects of a notification served, in accordance with article 45 of Law 39/2015, of October 1. Against the resolution, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months and, optionally, a request for reversal before the counselor within one month.

The resolution concludes the annual distribution of grants that support the ordinary activity of libraries in the region’s smallest municipalities, where these funds finance the purchase of books, cultural programming, and equipment improvements. For the beneficiary town halls, the published document establishes the final amounts and opens the calendar for the justification of expenditures.
