The framework for the call is the Resolution of 08/22/2025, from the Ministry of Sustainable Development, which approved the guidelines for 2025 in accordance with Royal Decree-Law 3/2025, of April 1, and Royal Decree 266/2021, of April 13, modified by Royal Decree 821/2023, of November 14, within the framework of the European Recovery, Transformation and Resilience Plan. Applications have been processed through the simplified competitive procedure provided for in article 16.4 of the aforementioned royal decree.

The funds come from the assets of the Institute for Energy Diversification and Saving (IDAE), M.P., and are allocated to three budget items of the Moves III 2025 program: 23060000G/722A 78000, 77000, and 76000, all charged to fund 0000000716.

Five applications rejected due to tax residence

The second resolution dismisses five applications for the acquisition of electric vehicles (Annex III-A). Justification before December 31, 2026

Beneficiaries have a maximum deadline until December 31, 2026, to justify the investment before the Energy Promotion Service, providing the documentation from annex II of Royal Decree 266/2021. Failure to provide justification implies the loss of the right to payment, in accordance with article 89 of the regulations of Law 38/2003, of November 17, General Subsidies Law.

Against the resolution, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the head of the Department of Sustainable Development within one month from the day following its publication. Publication in the Official Gazette replaces individual notification, according to article 45 of Law 39/2015, of October 1.

The resolution arrives with the fiscal year nearly closed and after 24 previous deliveries of the same program, confirming the monthly pace of file resolution. For the applicants included in the annexes, the official publication is the starting point for the countdown to justify the purchase or installation; for the five excluded, it opens a one-month window to appeal if they consider their tax residence in the region to be proven.
