Castilla-La Mancha approves new rules for temporary employment pools

The Joint Commission of the Ninth Collective Agreement for the temporary staff of the Administration of the Regional Government of Castilla-La Mancha has approved a new procedure for managing temporary employment pools and selecting temporary staff. The agreement, signed on 3 August 2026, is published in the Official Gazette of Castilla-La Mancha (DOCM) No. 154, of 13 August 2026, by resolution of the Directorate General for Self-Employed Workers, Labour and Social Economy with reference 2026/5983, and will enter into force on 1 October 2026.

The resolution, signed on 5 August in Toledo by the Director General Ana María Carmona Duque, accepts the deposit of the agreement in the Register of collective labour agreements and accords, with code 770100162026, and orders its publication in the official gazette. The text is based on Royal Decree 713/2010, on Royal Legislative Decree 5/2015, approving the Basic Statute of Public Employees, on Article 152.4 of Law 4/2011, on Public Employment of Castilla-La Mancha, and on Decree 64/2025, which establishes the powers of the Regional Ministry of Economy, Business and Employment.

How the pools are constituted and expanded

The pools will be constituted and enter into force on the date on which the assignment of posts for the persons who passed the corresponding selection process is published in the DOCM. They will be organised into provincial lists and will be unique until the next public employment offer for each professional category; the definitive pools replace the previous ones and may be expanded when they are exhausted or close to being exhausted.

Expansions are first drawn from the provisional list of those who have passed the first test of the current selection process and, thereafter, from three sources: persons with at least the arithmetic mean of the scores, members of the previous definitive pool constituted within the last six years, or a new list derived from selection tests called for that purpose. Those who enter through expansion always appear behind those on the definitive pool. Once these options are exhausted, an extraordinary pre-selection procedure may be used among job seekers registered with the regional public employment service.

Calls: voluntary, compulsory and collective

The agreement designs three types of calls, managed through computer software and the Temporary Employment Portal:

  • Voluntary call: offers are published daily between 07:00 and 12:00 and can be accepted until 23:59, with notification by email and SMS.
  • Mandatory call: made by telephone; failing to locate the person after five calls on different days results in their temporary suspension for two months.
  • In-person collective call: simultaneous events in which positions are awarded in order of precedence; anyone who does not attend is understood to reject the offer.
  • The first rejection of a position moves the applicant to the last place on their list; a second rejection entails exclusion from the pool.

Hiring will take place on the first business day following acceptance, without exceeding 15 calendar days, a period extendable to one month when hirings exceed the ordinary ones.

Reservations and exceptional situations

The agreement reserves in each provincial list at least 2% of positions —one in fifty— for people with intellectual disabilities and at least 5% —one in twenty— for people with any other type of disability, which will be filled with absolute preference from the pool of the corresponding track.

Eleven exceptional situations —pregnancy, accumulated breastfeeding, temporary incapacity, care of minors up to three years old or relatives, regulated studies, offers for part-time or fewer hours, positions more than 50 kilometers from home, among others— allow rejecting a call or moving to unavailable status without losing the position in the pool.

Oversight and signatures

Each responsible body will have a monitoring committee with representation from the Administration and the trade unions, and a regional interpretation committee is created that will meet once per semester. Management of the pools will correspond to the provincial offices of the departments of Social Welfare and Education, Culture and Sports, and to the General Directorate of the Civil Service, according to the categories in the annex.

The agreement is signed, on behalf of the Administration, by the Director General of the Civil Service, José Narváez Vila, and, on behalf of the trade union organizations, by Comisiones Obreras de Castilla-La Mancha (Juan Ángel García González), CSIF (Joaquín Sánchez García), the Sindicato de Trabajadores y Trabajadoras de Administración y Servicios de Castilla-La Mancha (M.ª Teresa López Illán) and FeSP-UGT de Castilla-La Mancha (Alberto Núñez Corrales).

The new rules unify criteria, digitalize procedures in the Temporary Employment Portal and set precise deadlines for calls, appeals and reinstatements. For the thousands of applicants for temporary contracts in the region, the single framework that will regulate access to temporary labor employment in the regional Administration will be fully applicable from October 1, 2026.
