Castellar del Vallès approves the guidelines for social rental aid

The City Council of Castellar del Vallès has initially approved the regulatory ordinance of the bases for the granting of municipal grants intended for homes included in the mediation pool for social rental in the municipality. The agreement was adopted by the Plenary in the session of September 29, 2026, and is published by edict in the Official Gazette of the Province of Barcelona on October 6, 2026, with the official reference CVE 202610147784.

The file bears number 1217-2025/4931 and its purpose is the approval of the regulatory bases for the grants intended for rental homes in the Municipal Mediation Pool. Public information for thirty business days

The second point of the agreement submits both the agreement and the regulatory text to public information for a period of thirty (30) business days, so that allegations, suggestions, and claims may be presented. Publicity is carried out through the insertion of edicts in the following channels:

• The Official Gazette of the Province of Barcelona.
• The Official Gazette of the Generalitat de Catalunya.
• One of the daily written media outlets.
• The City Council’s electronic edict board.

The public information period will begin to count from the day after the last official publication, in accordance with the provisions of article 49 of the LBRL and article 63 of the ROAS.

What happens if no allegation is presented

The third point of the agreement provides that, if no allegation or claim is formulated during the public information period, the initial approval of the ordinance will be definitively approved. Once approved, the definitive approval agreement must be forwarded to the State Administration and the Generalitat de Catalunya within fifteen (15) business days, according to article 65 of the ROAS.

The regulatory text will be in force and will deploy all its effects once the period of fifteen business days from the publication of the announcement in the Official Gazette of the Generalitat de Catalunya has elapsed, in accordance with article 65.2 of the LBRL.

Transparency and internal notifications

The fourth point guarantees compliance with the obligations of transparency, active publicity, good governance, and open government provided for in Law 19/2014, of December 29, on transparency, access to public information, and good governance, as well as in Decree 8/2021, of February 9, on transparency and the right of access to public information.

Finally, the fifth point agrees to notify the agreement to the Economic Services unit and the members of the municipal study commission.

The measure directly affects tenants and owners who wish to include homes in the mediation pool for social housing in Castellar del Vallès: it establishes the legal framework for municipal grants and opens a period of thirty business days during which any interested party may submit allegations before the ordinance becomes final.
