Castellar will cover its multi-sports track with 265,110 euros in surplus funds

The Castellar City Council (Jaén) will cover its multi-sports court with an extraordinary credit of 265,110.30 euros, fully financed by the liquid treasury surplus. The final approval of the budget modification file number 13/2026 is published in the Official Gazette of the Province of Jaén number 186, corresponding to Thursday, September 24, 2026, with the official reference 2026/4242. The agreement became final as no allegations were presented during the public information process.

The file was processed via article 169.1, by referral of 179.4, of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The Plenary of the Castellar City Council initially approved the operation in an ordinary session held on July 16, 2026, an agreement that was submitted for public information through an announcement published in the Official Gazette of the Province of Jaén number 158, of August 17, 2026, under reference 2026/3759, with a fifteen-day period for the submission of allegations. The final announcement is dated September 9, 2026, and bears the signature of the mayor, José Mena Mora.

An investment financed with the treasury surplus

The budget modification creates a single credit in the expenditure status, without prior municipal contribution, such that the application goes from zero to the allocated 265,110.30 euros:

• Expenditure application: Multi-sports court covering.
• Initial credits: 0.00 euros.
• Extraordinary credit: 265,110.30 euros.
• Final credits: 265,110.30 euros.
• Financing: treasury surplus for general expenses, for the identical amount of 265,110.30 euros.

The file does not resort to reductions or cancellations of other items, but rather to the available treasury balance, which allows the work to be executed without cutting expenses already planned in the current budget.

The largest operation of the municipal budget round

The covering of the multi-sports court is the most substantial of the credit modification files that the Castellar City Council has definitively published in the same issue of the provincial gazette, all of which were initially approved by the Plenary on July 16, 2026:

• File 8/2026: padel court and replacement of monofilament grass, 5,203.00 euros, financed through reductions in the surveillance camera budget line.
• File 10/2026: air conditioning for school classrooms, the sierra guard’s house, and the food market, 7,126.90 euros, charged to credit reductions.
• File 11/2026: lease of a cardiac rescue column, 564.64 euros, likewise through cancellations.
• File 12/2026: acquisition of a sweeper, 62,920.00 euros, charged to the treasury surplus.
• File 14/2026: works carried out by other companies, 14,470.00 euros, in the form of a credit supplement.

With 265,110.30 euros, the covering of the sports court quadruples the next file in volume and concentrates the majority of the investment effort approved by the municipality in this round.

Deadlines and appeal process

An administrative appeal may be filed against the final approval agreement before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia based in Granada, within two months from the date of publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the contested act, according to Article 171.3 of Royal Legislative Decree 2/2004.

The publication of the announcement in the provincial bulletin closes the administrative processing of the modification and enables the Castellar City Council to utilize the credit and tender the work. For the residents, it represents the first major action on a municipal sports facility in the current fiscal year, with financing that neither increases debt nor requires cutting other budget items.
