Cassà aprova les bases d'ajuts a l'habitatge per a jubilats i monoparentals

The Cassà de la Selva City Council has definitively approved the regulatory bases for grants to cover expenses for the primary residence addressed to retired persons and single-parent families with low incomes. The text is published in full in the Official Gazette of the Province of Girona no. 193, of October 7, 2026 (edict 8493, reference BOP-2026_0_193_8493). The approval is final because the public information process closed without any claims or suggestions.

The Corporation’s Plenary initially approved the bases in the ordinary session of July 30, 2026, and the agreement was published in the Official Gazette of the Province of Girona no. 154, of August 12, 2026 (edict 7105), as well as in the Official Gazette of the Generalitat de Catalunya and on the municipal notice board. After the twenty business days of public exhibition passed without allegations, the initial agreement was automatically elevated to definitive, without the need for a new express agreement from the Plenary, as provided for in the third point of the agreement. The full publication is made in compliance with article 9.3 of Law 38/2003, of November 17, general on subsidies.

The purpose of the aid is to offer economic support of a social nature to people with low income levels to alleviate the burden derived from owning the primary and permanent residence and to encourage their permanence in the home. The procedure is based on competitive bidding and the grants are voluntary and occasional in nature, without generating any right to obtain them in subsequent financial years.

Two mutually exclusive lines of aid

  • Line A: persons in retirement, with the recognized status of pensioner under any scheme of the Social Security.
  • Line B: persons who are heads of a single-parent family with a valid title issued by the Generalitat de Catalunya.

Each applicant may only opt for one of the two lines. In both cases, they must be registered as the taxpayer of the Property Tax (IBI) of the home that constitutes the primary and permanent residence, whether as owner, usufructuary, or holder of another right. Persons residing in the home under a rental agreement or by any other title that does not entail this condition are excluded from the aid.

Requirements and amounts

The common requirements are to be registered (empadronat) and to have effectively resided in the municipality during the twelve months of the year prior to the call, maintain the registration at the time of applying for the aid, be up to date with tax obligations and with the Social Security, and submit the standardized form. Coexistence units that do not exceed the limit of 2.5 times the annual IPREM (14 payments) may be beneficiaries.

The amount is determined by income brackets:

  • Tier I: up to 1.5 IPREM, 100% of the maximum amount.
  • Tier II: more than 1.5 and up to 2 IPREM, 75%.
  • Tier III: more than 2 and up to 2.5 IPREM, 50%.

Only one grant is awarded per household, regardless of the number of people living there. For single-parent families, correction coefficients are applied to the income limit: 1.00 with one dependent child; 1.15 with two children, or one child with a disability equal to or greater than 33%; and 1.30 with three or more children, or two children when one has a recognized disability of at least 33%.

Processing, payment and control

The instruction of the procedure corresponds to the municipal area competent in social promotion, and the evaluation of applications to a collegiate body of three members chaired by the person responsible for social services. The resolution will be issued by Mayoral Decree within a maximum period of six months from the publication of the call; after this period without notification, the application is understood to be rejected by administrative silence.

Payment will be made in a single installment by bank transfer. The justification of the aid is based on the prior verification of requirements by the City Council, without the need to present invoices or a justification account, given the social nature of the grant. If the available credit does not cover all applications, an order of precedence by income tiers will be applied, prioritizing coexistence units with lower incomes, with pro-rating within the same tier if necessary.

The bases bear the signature of the mayor, Pau Presas Bertran, dated September 29, 2026. The call, which is yet to be published, will establish the budget allocation, the maximum amount per beneficiary, and the deadline for submitting applications.

The final approval opens the door to direct municipal aid for two groups especially exposed to the pressure of household expenses, such as retired people with low pensions and single-parent families. The measure comes with a commitment to simplify procedures through official inquiries and to protect the data of the beneficiaries, and remains pending the call that will specify the amounts and the deadlines to apply for it.
