Cassà aprova ampliar la videovigilància de la zona esportiva per 42.136 euros

The mayor of Cassà de la Selva, Pau Presas Bertran, has approved the valued report for the expansion and improvement works of the video surveillance system of the municipal sports area, with a contract execution budget of 42,136.07 euros, VAT included. The decision was adopted through decree 2026DECR002393, dated October 5, 2026, and is published in the Official Gazette of the Province of Girona no. 200, dated October 16, 2026, with the official reference BOP-2026_0_200_8735. The commissioning of the system is conditional upon the prior fulfillment of all required authorizations regarding police video surveillance and personal data protection.

The decree, processed under file X2026003544 within the area of Urbanism, Territory Services and Activities, invokes municipal competence to approve a proposal for ordinary local work consisting of the supply and expansion of the video surveillance system. The valued technical report was drafted by the company SESP Serveis d’Enginyeria, which assumes the sizing of the intervention.

The publication is made in accordance with Article 38 of the Regulation of works, activities and services of local entities (ROAS), and the agreement is disseminated on the Notice Board of the City Council’s electronic headquarters, in the Official Gazette of the Province of Girona, and on the Municipal Transparency Portal. The reference regulatory framework includes Decree 134/1999, of May 18, regulating video surveillance by the Generalitat police and the local police of Catalonia.

Prior authorizations and video surveillance control

The decree establishes that the City Council, with the collaboration of the installation company, must previously process the authorization request before the General Directorate of Security Administration, through the EACAT platform. The documentation to be provided includes:

  • The corresponding questionnaire, if applicable.
  • The police report.
  • The plans of the camera locations.
  • Photographs of the camera locations.

The favorable ruling must have the prior opinion of the Control Commission for Video Surveillance Devices of Catalonia. Furthermore, the installation company must provide the City Council and the Local Police with all the technical documentation necessary for processing and execute the installation according to the conditions and limitations resulting from the authorization.

Obligations regarding data protection

Before commissioning, the council must comply with the applicable personal data protection obligations. The decree expressly lists:

  • Information for the affected persons.
  • Signage indicating the existence of video cameras.
  • Security measures for the processing.
  • The conditions for access, custody, and preservation of the images.
  • The updating of the video surveillance processing documentation, whenever required.

The resolution also empowers the mayor to execute the necessary acts for the processing of the proposal and, in particular, to carry out the administrative actions aimed at obtaining the authorizations regarding video surveillance.

Publication and municipal background

The document is electronically signed by Pau Presas Bertran on October 6, 2026, and occupies pages 1 and 2 of the provincial bulletin, with edict number 8735. This intervention is added to other recent investments approved by the same council in sports facilities, such as the replacement of the dehumidifier plant of the municipal indoor pool, with a base tender budget of 224,073.72 euros, VAT included, approved by the Plenary on August 31, 2026.

With this approval, the City Council of Cassà de la Selva initiates the procedure to provide the sports area with an expanded video surveillance system, although the effective execution and activation of the cameras cannot take place until the police and data protection authorizations are resolved. The measure directly affects users and workers of the sports facilities, who will see the security of the premises reinforced in exchange for a strict regime of control, information, and preservation of the recorded images.
