Carrión de los Céspedes approves the modification of its building ordinances

The Plenary of the City Council of Carrión de los Céspedes definitively approved, in its extraordinary session on August 25, 2026, the “Modification of the Municipal Building Ordinances of the NNSS of Carrión de los Céspedes”. The agreement, adopted unanimously by the councilors present, is published in the Official Gazette of the Province of Seville number 177, dated September 11, 2026, with reference BOP-SE-2026-177006.

The decision was signed by the mayor-president, José Francisco Coronado Monge, and processed under file 2025/CTT_01/000011. The modification project was drafted by the company ESTUDIO CIMMA, S. COOP. AND., dated July 2025, and submitted for public information and hearing of interested parties without any allegations being presented.

Scope of the modification

The reform reorganizes the structure of the Subsidiary Norms (NNSS) of the municipality, moving the general building regulations from Title III to Title IV, where they now constitute a new chapter of general provisions. The text affects several titles, chapters, and articles of the current urban planning document.

• Chapter 2. General Building Regulations of Title III is removed and moved to Title IV as the new Chapter 1. General Building Provisions.
• Sections on scopes, types, and building conditions (articles 44 and 45), plot conditions (article 47), and conditions of location, volume, and shape (articles 48, 50, 51, 52, and 53) are modified.
• Quality, hygiene, and safety conditions (articles 54, 54bis, 55, 55bis, and 58) and aesthetic conditions (articles 60, 61, 62, 64, and 65) are updated.
• The new Section 6. Environmental Conditions is incorporated, with five new articles (from 66bis.1 to 66bis.5).
• Particular ordinances for urban land zones (articles 71 to 76), execution units (article 77), and regulations for land suitable for urbanization (articles 87 to 95) are modified.

Processing and approval

The file included reports from the Municipal Technical Services (February 5 and July 24, 2026) and the Secretariat (February 10 and July 24, 2026). Following the public exhibition period, the item was put to a vote and was approved unanimously by the four councilors present, out of the eleven who legally compose the Plenary of the Corporation.

Pursuant to Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the full text of the ordinance is published as an annex to the edict in the BOP. Furthermore, the modification must be registered in the Municipal Registry of Planning Instruments, as required by Article 5.3 of Decree 550/2022, of November 29, which approves the General Regulation of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia.

Relevance for the municipality

Against the agreement, which exhausts the administrative route, the appeals provided for in Articles 123 and 124 of Law 39/2015, of October 1, of the Common Administrative Procedure may be filed. With this approval, Carrión de los Céspedes updates the regulatory framework governing construction activity in the municipality, incorporating new environmental conditions and reorganizing the rules for plots, volume, and safety that future buildings must comply with.
