Cardeñadijo initiates the ex officio deregistration of two residents from the municipal register

The City Council of Cardeñadijo has resolved to initiate ex officio deregistration proceedings from the municipal register of inhabitants against two people registered in the town, as it has been found that the address where they are listed is not the one where they actually reside. The agreement is published in the Official Gazette of the Province of Burgos number 177, dated September 17, 2026, within section III of Local Administration, with the express warning that, if the deregistration is verified, it will also entail the removal of the affected individuals from the municipality’s electoral census. Interested parties have a period of 15 days, starting from the publication of the edict, to present allegations and any evidence they deem appropriate.

The proceedings and the affected parties

The announcement, identified with the official reference BOPBUR-2026-03834, details that the Town Hall is processing registration deregistration files and that, after analyzing the circumstances surrounding the affected individuals, it was agreed to initiate the procedure. The list of people included in the proceedings is as follows:

• Antonio Cousillas Hernando, file 13/2026 2.

The document was signed in Cardeñadijo on September 4, 2026, by the mayor, María Daniela Grijalvo Preciado, and was published thirteen days later in the provincial gazette.

Legal basis and hearing process

The resolution is based on the powers that the law grants to city councils regarding registration and control of the census. Specifically, the edict invokes articles 15 and 17 of Law 4/1996, of January 10, regulating the Municipal Register, as well as articles 54.1, 55, 59, 62, and 72 of the Population and Territorial Demarcation Regulations of Local Entities.

In compliance with the formal requirements demanded by article 54 of said regulation, the City Council opens a hearing process during which the affected parties may exercise their right to contradict the communication. The granted period is:

• 15 calendar days, computed from the publication of the edict containing the list of affected persons.
• During this period, allegations and any evidence deemed pertinent may be presented.

The announcement emphasizes a point of particular relevance for the interested parties: deregistration from the municipal register is not limited to the statistical and administrative record of inhabitants. If the ex officio deregistration is verified, it will automatically trigger the removal of the affected individuals from the electoral census of Cardeñadijo, which affects their status as voters in elections held in the municipality.

Similar proceedings from other localities have been published in the same provincial bulletin in previous weeks, such as the one processed by the City Council of Olmedillo de Roa, which on August 20, 2026, notified by edict the initiation of ex officio deregistrations due to improper registration, in that case with a ten-day hearing period.

Impact for residents

The publication of the edict opens the only period in which the two identified registered residents can avoid the loss of their registration and, with it, their electoral rights in the municipality. Deregistration from the padrón also affects access to services and benefits linked to effective residence, meaning the process directly impacts the administrative status of the interested parties. Once the 15-day period has elapsed without allegations or evidence to the contrary, the City Council of Cardeñadijo may continue the processing until the final resolution of file 13/2026.
