The Cantillana City Council has published in full the Municipal Ordinance Regulating the Parking and Overnight Stay of Motorhomes, Caravans, and Housing Vehicles in the Municipal District of Cantillana, which comes into effect upon its appearance in the Official Gazette of the Province of Seville No. 205, Thursday, October 22, 2026 (reference BOP-SE-2026-205009, page 55). The regulation, signed by the mayor-president Rocío Campos Delgado, sets the conditions for the parking and overnight stay of these vehicles throughout the municipality and establishes a sanctioning regime with fines of up to 500 euros.
Processing and Competence Framework
The text was processed under file 2026/TAB_01/000049, from the General Secretariat Service, and passed the public exhibition period opened with its publication in BOP No. 151, August 6, 2026, and on the municipal electronic notice board, following the plenary agreement of October 9, 2026. During this process, a suggestion was submitted by the Peka Association on September 15, 2026, which was approved and incorporated into the final text.
The ordinance is supported by Article 25.2.b) of Law 7/1985, of April 2, regulating the Bases of Local Regime, Article 7 of the consolidated text of the Law on Traffic, Motor Vehicle Circulation, and Road Safety (Royal Legislative Decree 6/2015), and Article 93.1 of the General Circulation Regulations (Royal Decree 1428/2003). The City Council further specifies that Instruction 08/V-74 of the General Directorate of Traffic is a mere guideline and not a mandatory rule for municipalities.
Reserved Zones: 72 Hours and Prohibition of Deploying Equipment
The scope of application covers the entire municipal district, although traffic and circulation rules are limited to urban roads and crossings declared as urban. In reserved parking areas, vehicles may not exceed 72 continuous hours during a single week, to ensure the rotation of spaces.
In these areas, the following are expressly prohibited:
- Putting out awnings, stabilizing or leveling jacks, tables, chairs, or any domestic furniture to the exterior.
- Deploying clotheslines.
- Dumping liquids or waste of any kind, unless the area has the necessary infrastructure.
- Expanding the perimeter of the vehicle while stationary using any element.
Recycling points must have a potable water connection, a drainage grate for grey water, a grate for black water, and a trash container. In these facilities, the maximum speed is 10 km/h, and the hours for entry, exit, and use of services are set between 8:00 and 23:00 hours.
Fines from 50 to 500 Euros and Towing
Title II classifies infractions as minor, serious, and very serious, according to this scale:
- Minor: fines of up to 50 euros (failure to display the ticket, placing belongings outside the perimeter, parking outside the markings or in the wrong direction, noise outside of permitted hours).
- Serious: up to 200 euros and/or expulsion from the reserved area (noise from sound equipment outdoors, occasional spilling of liquids, non-payment of the public fee).
- Very serious: up to 500 euros and/o expulsion (intentional dumping of waste, damage to urban furniture, total obstruction of traffic, operation of areas without a license, or failure to identify the driver).
The sanctioning authority lies with the mayor, and the vehicle will be towed in the event of exceeding the parking time limit or occupying unauthorized spaces. Overnight areas, whether for public or private promotion, shall be governed by Decree 26/2018, of January 23, on the regulation of tourist campsites.
Impact for residents and itinerant tourists
The ordinance recognizes the right to park throughout the municipality in accordance with traffic regulations, but subjects the activity to time, schedule, and behavioral limits that affect residents and visitors equally. The City Council warns that service areas are not monitored areas and is not responsible for thefts or incidents involving vehicles, while setting as its objective the preservation of natural spaces, the avoidance of environmental impacts, and the regulation of coexistence between itinerant tourism and the neighborhood.
