Cantabria registers the 4th collective agreement for the Meruelo landfill

The Official Gazette of Cantabria (BOC no. 162, of August 24, 2026) publishes the resolution of the General Directorate of Labor, Social Economy, and Self-Employment ordering the registration in the Registry of Collective Agreements and the dissemination of the IV Collective Agreement of the UTE INCERAS for personnel assigned to the operation, maintenance, and conservation service of the Meruelo landfill. The text, with official reference CVE-2026-6642, was endorsed on July 9, 2026, by the Negotiating Commission and signed in Santander on August 13, 2026, by the general director Jaime Gonzalo Alonso Rozadilla.

The agreement, with registration code 39100601012017, is issued under article 90 of Royal Legislative Decree 2/2015 (Workers’ Statute) and articles 2 and 8 of Royal Decree 713/2010, without any perceived violation of legality or serious injury to the interests of third parties. The UTE is composed of Tratamiento Integral de Residuos de Cantabria, S.L.U. and Oxital Servicios S.L., and provides the service awarded by MARE (Medio Ambiente, Aguas, Residuos y Energía de Cantabria S.A.).

Scope and Validity

The agreement affects the workers assigned to the operation, maintenance, and conservation of the Meruelo landfill and has a duration of five years, from January 1, 2024, to December 31, 2028. It enters into force the day following its publication and is considered automatically denounced for revision on November 1, 2028, extending its application until the signing of a new agreement.

To ensure its compliance, a Joint Commission is created, consisting of two members representing the workers and two representing the company, which will resolve discrepancies within a period of 15 days prior to any collective judicial claim.

Working Day and Conditions

The agreed annual working day is 1,585 hours for each year of validity, with a daily 20-minute break for a snack when the working day exceeds six effective hours, counted as working time. December 24 and 31 are considered holidays and rest days in the labor calendar.

  • Vacations: 23 working days per year, usable between January 1 and December 31.
  • Paid Leave: 15 days for marriage or registration of a domestic partnership; 5 days for accident or serious illness of relatives; 2 days for the death of relatives up to the second degree; 1 day for change of residence.
  • Professional Groups: Technicians, Middle Management, Administrative Staff, and Operators, with categories such as Foreman, 1st Class Official, 2nd Class Official/Machinist, and Laborer.

Remuneration Structure

Remuneration consists of base salary, job-related supplements (collective agreement bonuses), supplements with a maturity period longer than one month (summer, Christmas, and March bonuses), and consolidated personal supplements. Specific sector bonuses are maintained:

  • Toxic, arduous, and dangerous bonus: 20% bonus on the base salary per day actually worked.
  • Availability bonus: 40 gross euros per weekly rest day and 50 euros on national, regional, or local holidays.
  • I.T. (Temporary Disability) supplement: 100% of the monthly salary from the first day in case of occupational accident or professional illness, and up to 545 days for common illness.
  • Travel on holidays: €0.31 per kilometer from home to the workplace.

The annual salary tables (2024-2028) are included in Annex I, with a third bonus in March that is progressively equalized until reaching 100% in 2028, linked to the new service contract.

Relevance

The agreement regulates the working conditions of employees of an essential public waste management service, guaranteeing the continuity of provision on Sundays and holidays through financial compensation. Its publication provides legal certainty to the staff of the Meruelo landfill and establishes the remuneration and working hours framework for the coming years.
