Cantabria publishes the collective agreement for the Rural Development Network 2025-2027

The General Directorate of Labor, Social Economy, and Self-Employment of the Ministry of Industry, Employment, Innovation, and Trade has ordered the registration, deposit, and publication of the Collective Agreement of the Asociación Red Cántabra de Desarrollo Rural for the years 2025-2027. The resolution, signed on August 28, 2026, by the general director Jaime Gonzalo Alonso Rozadilla, is published in the Official Gazette of Cantabria number 171, dated September 4, 2026, with reference CVE-2026-6924 and code 39100722012019.

The text was signed on June 9, 2026, and corrected on July 10, 2026, by agreement of the Negotiating Commission, composed of the persons designated by the company and the members of the works council. The agreement is processed in accordance with Article 90 of Royal Legislative Decree 2/2015, which approves the Recast Text of the Workers’ Statute Law, and Articles 2 and 8 of Royal Decree 713/2010, regarding the Registry and Deposit of Collective Agreements.

Scope and Validity

The agreement applies to all salaried employees of the workplaces that the association owns in Cantabria, with the exception of senior management personnel and labor personnel of the “viernes” program, which is governed by the specifications of the Government of Cantabria and by a state-level agreement. Its temporal scope spans from January 1, 2025, to December 31, 2027, with an annual tacit extension if no notice of termination is given two months in advance.

The Joint Commission is established as the body for interpretation, supervision, and arbitration of the clauses of the agreement. Representing the company are Mr. Fernando Franco (president) and Mr. Juan Carlos Rubio (legal advisor), who also acts as secretary, with an address at calle Lope de Vega 5 in Santander.

Remuneration and Working Hours

Remuneration consists of a monthly base salary, two annual extraordinary payments (June and December), and supplements for seniority, quality, or quantity of work. Annex 2 of the agreement sets the salary tables for each category and year, with increases of approximately 4% in 2026 and 3% in 2027. For reference:

  • Managing Director: €47,184.41 (2025), €49,071.79 (2026), and €50,543.92 (2027) annually.
  • Guide, Environmental Education Technician: €21,431.79, €22,289.06, and €22,957.76 annually.
  • Cleaning Employee: €16,319.69, €16,972.47, and €17,481.66 annually.

Effective January 1, 2026, a seniority supplement for three-year periods of €280 gross per year (€20 per month) is recognized, equal for all categories. Night hours (from 22:00 to 6:00) are remunerated with a 15% supplement over the ordinary salary, and it is guaranteed that no worker shall receive remuneration lower than the current SMI (Minimum Interprofessional Wage).

The annual effective working day is set at a maximum of 1,575 hours for trade personnel, 1,540 hours for management, executive, and administrative staff, and 1,500 hours for direct care personnel. Staff enjoy 22 working days of vacation, extendable up to 26 depending on seniority.

Conciliation and conflict resolution

The agreement regulates paid leave for marriage (15 days), death of relatives (2 days, extendable to 4 with travel), change of residence, and breastfeeding, as well as voluntary leaves of absence between four months and five years. The parties shall first submit to the mediation and conciliation of the Extrajudicial Labor Conflict Resolution Body of Cantabria (ORECLA) for the resolution of labor disputes.

The publication of the agreement in the official bulletin provides publicity and regulatory effectiveness to conditions that directly affect the workers of the Cantabrian rural development network, guaranteeing the legal certainty of their remuneration, working hours, and labor rights during the 2025-2027 triennium.
