Cantabria corrects the call for audiovisual infrastructure grants

The Official Gazette of Cantabria (BOC) number 169, dated September 2, 2026, publishes the correction of errors for the extract of the Resolution of August 21, 2026, issued by the counselor of Development, Housing, Territorial Planning and Environment, calling for grants destined for audiovisual infrastructures in the municipalities of Cantabria, with criteria of technological neutrality and special emphasis on those at risk of depopulation for the year 2026. The amendment, identified by CVE-2026-6886, corrects an error noted on page 41122 of announcement CVE-2026-6752, published in BOC number 166, dated August 28, 2026.

The call, managed by the Department of Development, Housing, Territorial Planning and Environment, is governed by Order FOM/8/2026, of July 29, which processes the regulatory bases for these grants, published in BOC number 152, dated August 10, 2026. The extract is disseminated in accordance with articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, and its full text can be consulted in the National Subsidies Database (BDNS), with identifier 926002.

Funding and beneficiaries

The grants are awarded on a competitive basis charged to budget line 04.04.453C.761 “Telecommunications White Zones – Connect Cantabria” of the General Budgets of the Autonomous Community of Cantabria for 2026, for a maximum amount of 450,000 euros. All city councils of the Autonomous Community of Cantabria may be beneficiaries, provided that none of the circumstances set out in article 12.2 of the Cantabria Subsidies Law 10/2006, of July 17, apply to them, and they remain subject to the regime of obligations in article 13.

The correction: documentation to be submitted

The noted error affected the third section of the call, relating to the documentation that must accompany the application. The corrected version specifies that the documentation shall be as follows:

• Annex I duly completed and signed, both in the applicant identification sections and in the responsible declarations, accompanied by a Pre-agreement and a copy of the Authorization of the service provider to provide audiovisual services, as well as a Bank Account Ownership Certificate issued by the financial entity.
• Annex II of the Application for Adhesion for the Execution of Audiovisual Infrastructures, addressed to companies wishing to adhere to these grants, which includes a section called “Sharing of infrastructures with technological neutrality criteria” in which the company must verify compliance with this criterion.

The technological neutrality criterion must comply with the definition given by Directive (EU) 2018/1972 of the European Parliament and of the Council of 11 December 2018, establishing the European Electronic Communications Code.

Submission and deadlines

Applications must be submitted electronically through the Common Electronic Registry of the Administration of the Autonomous Community of Cantabria, at the electronic address sede.cantabria.es, and the electronic certificate used to sign the documentation must correspond to the person holding the legal representation of the requesting entity. The submission period is one month from the day following the publication of the summary of the call in the BOC, and the application forms will be available on the Institutional Portal of the Government of Cantabria, under the “citizen services 012” section, “grants and subsidies.”

The submission of the application implies the knowledge and acceptance of the Order of bases and of this call. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the same body within one month, or a direct challenge may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Cantabria within two months. The resolution is signed in Santander on August 21, 2026, by the counselor Roberto Media Sainz.

The correction is key for city councils and companies in the audiovisual sector, as it clarifies the documentary requirements and the mechanism for operator adhesion, ensuring that infrastructures are shared under technological neutrality criteria. With an allocation of 450,000 euros aimed at areas at risk of depopulation, the call seeks to extend audiovisual connectivity to the most vulnerable municipalities of Cantabria, a relevant step for territorial cohesion and the fight against depopulation.
