Cantabria corrects the plot competition in Argoños and reopens the deadline

The Government of Cantabria has corrected the announcement of the public tender to acquire plots in Argoños intended for the construction of replacement housing and has opened a new period of fifteen calendar days for the submission of bids. The rectification is published in the Official Gazette of Cantabria number 180, dated September 18, 2026, within section 3. Administrative Contracting, with the official reference CVE-2026-7266, and is signed by the Councilor for Development, Housing, Territorial Planning and Environment, Roberto Media Sainz.

The original call was published in the Official Gazette of Cantabria number 176, dated September 11, 2026 (CVE-2026-7109), after the councilor approved the administrative clauses specifications on September 7. The object of the contract is the acquisition, for consideration, of a real right of option to purchase one or several plots in the municipality of Argoños, destined for the Demolition Fund of the Government of Cantabria, a fund lacking legal personality managed by GESVICAN. The plots will be used for replacement housing for those affected by the demolition rulings issued by the Contentious-Administrative Chamber of the High Court of Justice of Cantabria in appeals 1993/1998, 1199/1998, and 1850/1998, within the framework of the agreements signed with the owners of the La Llana I and Pueblo del Mar urbanizations.

The error detected in the sixth clause

The correction is limited to the sixth clause of the specifications, relating to the maximum tender budget. Where the approved text stated “TWO HUNDRED NINETEEN THOUSAND EIGHTY-FOUR euros AND FIFTY-EIGHT EURO CENTS”, it should state “TWO HUNDRED THREE THOUSAND FIVE HUNDRED TWENTY-FIVE euros AND FORTY-SEVEN EURO CENTS”. The figure expressed in numbers does not vary: 203,525.47 euros.

The resolution is based on article 109.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and orders the opening of a new period of fifteen calendar days for the submission of bids, counting from the publication of the correction in the gazette.

Up to 4.07 million for 69 homes

The estimated purchase budget for the plots amounts to 4,070,509.41 euros, excluding taxes, and the maximum tender budget is equivalent to 5% of that amount. The calculation is based on the following magnitudes:

• Maximum of 69 estimated homes.
• 58,992.89 euros of impact per home.
• 95.90 square meters average size of the homes to be replaced.
• 615.15 euros per buildable square meter, according to the market study by EUROVAL.

Plot requirements and award criteria

The offered plots must comply, among others, with these conditions:

• Be located in the municipality of Argoños.
• Be classified as consolidated urban land and designated for single-family residential use in the current planning and in the PGOU approved by the CROTU on December 5, 2006.
• Have access from an urbanized municipal road or authorization for access from a regional highway.
• Allow a minimum density of 11 dwellings per plot, with a minimum buildable plot size equal to or less than 500 square meters.
• Be free of permanent buildings or installations and up to date with the Real Estate Tax (IBI).
• Be registered in the Property Registry in the name of the interested party and free of liens and encumbrances.

The evaluation of the offers is distributed over 100 points: 65 for the price and 35 for the possibility of building a greater number of dwellings, with the maximum set at 69.

Submission of offers and calendar

Bidders must electronically submit, through the General Electronic Registry, an application addressed to the General Directorate of Urbanism and Territorial Planning, with two files named envelope A and envelope B. Natural persons may deliver paper envelopes at the headquarters on calle Lealtad number 14 in Santander.

The Contracting Board, chaired by the Director General of Urbanism and Territorial Planning, will be constituted in a public act at 11:00 AM on the first business Thursday following the closing of the deadline. The call option contract will have a duration of one year, extendable for annual periods, and the successful bidder will receive 5% of the offered price upon elevating the option to a public deed.

The rectification directly affects the owners of residential urban land in Argoños, interested developers, and those affected by the termination agreements of the liability proceedings. The new deadline restores validity to a tender whose purchase and sale budget exceeds four million euros and whose ultimate purpose is to build the replacement dwellings for the buildings demolished by court order.
