Cantabria updates ICASS public dependency prices with retroactive increases

Por FactBox Admin

Cantabria actualiza los precios públicos de dependencia del ICASS con subidas retroactivas

The Cantabrian Institute of Social Services (ICASS) now has new public prices for benefits and services intended for people in a situation of dependency. The Ministry of Social Inclusion, Youth, Families and Equality has set the rates through Order ISO/14/2026, of September 28, published in the Official Gazette of Cantabria (BOC) no. 189, of October 1, 2026 (reference CVE-2026-7612). The regulation comes into force on the day of its publication and repeals Order ISO/10/2025, of June 5.

The order is issued under Decree 33/2012, of June 26, which regulates the public prices of ICASS benefits and services within the Public Social Services System, and the Cantabria Law 9/1992, of December 18, on Fees and Public Prices. It was signed by the Minister Begoña Gómez del Río, upon the proposal of the Director of ICASS and following a favorable report from the Ministry of Economy, Finance, Regional Financing and European Funds.

The update responds to three factors: the increase in wage costs in the sector, the revision of fixed costs, and the rising cost of transport to day centers. The fifth additional provision of Cantabria Law 2/2007, of March 27, on Social Rights and Services requires prices to be adjusted when collective agreements are updated.

Salaries, SMI and contributions

  • The XVI General Collective Agreement for Centers and Services for people with disabilities, signed on November 29, 2024, increases the remuneration of professional groups for 2026.
  • Royal Decree 126/2026, of February 18, published in the BOE on February 19, 2026, sets the Interprofessional Minimum Wage (SMI) at 1,221 euros per month, effective from January 1, 2026.
  • The Intergenerational Equity Mechanism (MEI), created by Royal Decree-law 2/2023, of March 16, increases the contribution cost until December 31, 2029.
  • In the dependency sector, there has not yet been a modification of the tables of the VIII State Framework Agreement, so that part must await negotiation.

The new prices

Annex I contains the rates applicable from January 1, 2026, and Annex II contains those in force from the entry into force of the order. Among the main amounts in Annex II are:

  • Elderly residence: 77.19 euros/day (previously 74.62).
  • Psychogeriatric unit: 100.58 euros/day (previously 97.25).
  • Elderly day center without transport: 48.12 euros/day; with transport, 68.12; with wheelchair transport, 78.12.
  • 24-hour residence for people with physical disabilities: 89.45 euros/day (previously 87.02).
  • Physical disability day center with transport: 103.55 euros/day; with wheelchairs, 113.55.
  • Occupational center: 44.54 euros/day (previously 43.37).
  • Closed-regime residence for severe behavioral disorders: 164.65 euros/day (previously 156.90).
  • Home-delivered meals: 9.49 euros/service (previously 6.50).
  • Home care: 14.50 euros/hour, no change.
  • Telecare: 1.05 euros/day with mobile unit (maximum 31.50 euros/month) and 0.68 euros/day without mobile unit (maximum 20.50 euros/month).
  • Economic benefit linked to transport: 20.00 euros/day; 30.00 euros/day if wheelchairs are used.

Retroactivity and user contributions

The salary increases have retroactive effect from January 1, 2026, therefore ICASS will regularize the billing of contracted places by applying the prices of Annex I until the day before the entry into force. Increases in fixed costs and transport apply from the date of publication.

The sole additional provision delegates the management and settlement of user contributions to the providing entity. The maximum public price per user will be set by Resolution of the Director of ICASS and will be deducted from the amount paid by ICASS under the agreements and contracts for the reservation and occupation of places.

The order directly affects the pockets of families who co-finance dependency places and services in Cantabria, while seeking to sustain an employment-intensive sector. The update arrives retroactively regarding the salary portion and with notable increases in services such as home-delivered meals or adapted transport.
