Cantabria abre a consulta pública el decreto que regulará el registro vitícola

The Government of Cantabria has opened the joint hearing and public information process for the draft Decree that will regulate the viticultural registry and the viticultural potential of the autonomous community. The resolution is signed by the Directorate General for Rural Development, under the Ministry of Rural Development, Livestock, Fisheries and Food, and is published in the Official Gazette of Cantabria (BOC) number 211, corresponding to Tuesday, November 3, 2026, with the official reference CVE-2026-8521. The deadline for submitting allegations is 10 business days and begins the day following publication.

The resolution, dated in Santander on October 28, 2026, and signed by the Director General for Rural Development, Carmen Fernández del Río, is based on article 51.3 of Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria, which allows for the accumulation of the hearing for interested parties and public information into a single process. The text appears on page 56341 of the gazette and expressly orders the publication of the resolution in both the BOC and the Transparency Portal of Cantabria.

Ten business days to submit allegations

The calculation of the period is activated on November 4, 2026, one day after publication, and extends for 10 business days, meaning that the closing of the process is set, according to the labor calendar, for November 17, 2026. The rules of the procedure are as follows:

  • Allegations or suggestions must be made in writing.
  • They must be addressed to the Directorate General for Rural Development.
  • They may be submitted at the Registry of the Ministry of Rural Development, Livestock, Fisheries and Food, at number 2 Albert Einstein Street, 39011 Santander.
  • They are also accepted at any of the locations provided for in article 134.8 of Law 5/2018, of November 22.
  • The electronic route is enabled through the Transparency Portal of Cantabria.

Where to consult the full text

The draft regulation is not reproduced in full in the gazette announcement; instead, it refers to two official sites for reading:

  • The headquarters of the Directorate General for Rural Development at 2 Albert Einstein Street, Cantabria Science and Technology Park (PCTCAN), postal code 39011, Santander.
  • The Transparency Portal of Cantabria (www.transparencia.cantabria.es).
  • The participation page http://participación.cantabria.es/, where the full text of the project is available.

The resolution further provides that the BOC and the Transparency Portal shall be the official dissemination channels of the agreement, so that citizens and sector operators can access the same information both in person and electronically.

A regulation that organizes the regional vineyard

The decree currently being processed aims at two instruments linked to grape production: the viticultural registry and the viticultural potential of Cantabria. The published resolution does not detail the articulated content of the project, which must be consulted at the indicated addresses, but the public hearing and information process is the phase prior to final approval by the Government of Cantabria and the point at which affected parties can modify the text.

The regulation will reach the sector in the middle of the autumn administrative campaign and directly affects vineyard holding owners, wineries, and cooperatives operating in the community, which must register and update their data according to the new framework once it enters into force.

The moment to influence the text

The process opened on November 3 is the last formal window for grape growers, wineries, and cooperatives to introduce changes to the articles before the decree reaches the Governing Council. The documentation has been available since the day following publication, and contributions must be submitted in writing to the General Directorate of Rural Development; any interested party who lets the 10-business-day deadline pass will be left without room for allegation in this phase.
