Cangas assumes ownership of a 745 square meter strip of the PO-554 road

The Cangas City Council becomes the owner of a strip of 745 square meters of public road domain of the PO-554 road, located between kilometer points 0+460 and 0+520 on the right margin. This is established by Decree 128/2026, of October 19, approved by the Council of the Xunta de Galicia and published in the Official Gazette of Galicia (DOG no. 211, of November 4, 2026), within section III, Other provisions.
The regulation bears the signature of the president of the Xunta, Alfonso Rueda Valenzuela, and the counselor of Housing and Infrastructure Planning, María Martínez Allegue, who formulated the proposal after the deliberation of the regional Executive in the meeting of October 19, 2026. The official reference of the announcement is CVE-DOG: 68rfvi92-qi06-zsq7-vkb0-zdwy90xl9mc0.
A parking lot next to CEIP A Rúa
The transferred surface is identified in article 1 of the decree as a single strip on the right margin of the PO-554, with an extension of 745 m². The vertices are geolocated in UTM ETRS89 coordinates zone 29N: the start at kilometer point 0+460, with X = 519.301 and y = 4.679.460, and the end at 0+520, with X = 519.303 and y = 4.679.518.
According to the description of the file, this area corresponds to the western zone of an already existing parking lot, paved and signaled, located at the same level as the curb of the regional road. The space has access from the east via a municipally owned road, rúa Camiño da Rúa, and its primary use is linked to CEIP A Rúa.
The limits are clear: to the west, the outer edge of the curb of the PO-554; to the east, the outer boundary line of the public road domain zone of the road itself.
Half of the stretch remains in regional hands
The Cangas City Council had initially requested the transfer of a larger surface from the Galician Infrastructure Agency, between kilometer points 0+360 and 0+520. The request was not granted in its entirety.
The decree explains that, between k.p. 0+360 and k.p. 0+460, the public road domain surface includes part of the road’s leveling zone, as the land located beyond the curb is not at the same level as the road. For this reason, that section “is not transferable to the Council.”
The favorable proposal from the Galician Infrastructure Agency, issued in accordance with the reports of the competent services, is therefore limited to the strip of 745 square meters. The text emphasizes that the change of ownership does not interrupt any of the itineraries of which the PO-554 is a part, because it includes neither the roadway nor the roadside of the road.
Deadlines, delivery, and new competencies
Article 2 establishes the entry into force and the material calendar of the transfer:
- The change of ownership will be effective the day following the publication of the decree in the Diario Oficial de Galicia, that is, on November 5, 2026.
- The delivery of the assets will be formalized within three months following the publication, through the signing of the corresponding delivery act.
- The act and the plans may be consulted on the website of the Consellería de Vivenda e Planificación de Infraestruturas, in the section for the Autonomous Road Network of Galicia.
From the moment of formalization, the Concello de Cangas assumes all management, maintenance, conservation, and exploitation activities of the transferred surface, as well as the exercise of road discipline functions and any other that correspond to it as the new owning Administration.
The legal framework of the transfer
The decree is based on Law 8/2013, of June 28, on Galician roads, which in its article 9.4 requires a decree from the Xunta for changes of ownership of roads or sections that are not inventoried urban crossings. Article 9.7 allows these changes to encompass functional elements and spaces of the adjacent public domain zone, and article 9.6 regulates the effectiveness of the transfer.
The framework is completed by the General Regulation of Galician Roads, whose article 18.11 limits transfers to administrations of a smaller territorial scope to terminal sections or those that do not break itineraries without an equivalent road alternative, and whose article 97 defines the adjacent public domain zone.
The relevance of the decision is local but specific: the municipality of the Morrazo region gains direct competencies over a paved and signaled space of daily use for the families of CEIP A Rúa, and must take charge of its maintenance and conservation. The Xunta, for its part, maintains ownership of the roadway and the functional continuity of a road that remains integrated into the Autonomous Network.
