Candelaria approves its 2026 Public Employment Offer with three Local Police positions

Candelaria aprueba su Oferta de Empleo Público 2026 con tres plazas de Policía Local

The Mayor-President of the Candelaria City Council, María Concepción Brito Núñez, has approved, by means of Decree No. 2789/2026, dated September 1, 2026, the Public Employment Offer (OEP) for the 2026 fiscal year of the municipality. The offer comprises three (3) Local Police positions, belonging to professional classification group C1, for which the selection method will be competitive examination (oposición). The announcement is published in the Official Gazette of the Province of Santa Cruz de Tenerife, number 109, dated September 11, 2026, with official reference 1855168 and file number 10468/2026.

The decision is framed within current public employment regulations, in particular Royal Legislative Decree 5/2015, which approves the Revised Text of the Law of the Basic Statute of the Public Employee, and Law 7/1985, Regulating the Bases of the Local Regime. The OEP is approved in accordance with the negotiation carried out in the General Negotiation Table, held on August 26, 2026, where it was unanimously agreed to offer the three Local Police positions and launch the selection procedures as soon as possible.

Calculation of the replacement rate

The offer is based on the staff replacement rate derived from two retirements of permanent contractual staff that occurred during the 2025 fiscal year:

  • Antonia M. Guanche González, Library Assistant, permanent contractual staff, ceased service on June 30, 2025.
  • Eduardo Requena Guanche, Parks and Gardens Officer, permanent contractual staff, ceased service on June 14, 2025.

Since the City Council had its financial debt amortized as of December 31, 2025, a rate of 120 percent is applicable across all sectors, pursuant to Article 20 of Law 31/2022, on the General State Budgets. The application of this percentage to the two vacancies determines a capacity of 2.40 staff members, which is rounded up to three positions, in accordance with the principles of efficacy and efficiency and the priority need for Local Police personnel.

Destination of positions and procedure

The replacement capacity generated by the retirements of contractual staff is accumulated and allocated to the Local Police sector, in application of the intersectoral accumulation faculty provided for in Article 20. Four.1 of the aforementioned law. The decision is objectively justified by the staffing needs of the service and was the subject of collective bargaining.

  • Positions offered: three (3) Local Police.
  • Classification group: C1.
  • Selection system: competitive examination (oposición).
  • Publication: Corporation notice board, City Council electronic office, and the Official Gazette of the Province.

Appeals and deadlines

Against the Decree, which exhausts administrative remedies, interested parties may file:

  • Optional appeal for reversal (recurso de reposición) before the Mayor-President, within one month of notification.
  • Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Santa Cruz de Tenerife, within two months.

The announcement is electronically signed by the Mayor-President, María Concepción Brito Núñez, and by the General Secretary, Octavio Manuel Fernández Hernández, who attests, in the Town of Candelaria on September 1, 2026.
