The Department of Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands has ordered the publication of the cooperation agreement with the collaborating entity CPEIPS Nuryana for the management of non-competitive grants aimed at promoting early schooling. The agreement was formalized in the Canary Islands on September 21, 2026, and is recorded in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 200, dated October 6, 2026, by means of the Resolution of September 24, 2026, of the Technical General Secretariat (official reference: no. 3448).
An agreement supported by the “Child Voucher” program
The agreement develops the regulatory bases for the grants of the “Child Voucher” (Bono infantil) program, approved by Order no. 519, of July 22, 2024, and modified by Order no. 1378, of November 19, 2025. The sixth base of that regulation establishes that municipal schools and private centers act as collaborating entities, a status that Article 16.1 of Law 38/2003, of November 17, General Law on Subsidies requires to be formalized through an agreement with the granting body.
The call for applications that gave rise to the agreement was issued on March 27, 2026, and as a result, the signing entity was proposed as a collaborating entity in the management of the program. The publication is carried out in compliance with Article 20 of Decree 11/2019, of February 11, which sets a period of twenty days from the signing to make the agreements known in the regional gazette.
Who signs and to which centers it applies
The agreement is signed by two parties:
- Hipólito Alejandro Suárez Nuez, Minister of Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands.
- David Luis Casado, legal representative of Colegio Nuryana, S.L., owner of the Nuryana Private Early Childhood Education Center.
The scope of application is limited to the center whose data appears in the annex of the agreement:
- Name: CPEIPS Nuryana.
- Center code: 38002612.
- Authorized places: 39.
The cooperation covers the management and processing of grants destined for municipal early childhood education schools and private centers authorized to teach the first cycle of Early Childhood Education in the Autonomous Community of the Canary Islands.
Deadlines, fund deliveries, and control
The collaborating entity assumes eighteen functions, including receiving applications from families, reviewing them within five business days, processing them within another five business days, and correcting errors within a maximum of ten business days. It must also certify the attendance of the beneficiary students monthly, communicate enrollments and withdrawals within ten business days, and require a negative certificate from the Central Registry of Sexual Offenders for personnel with regular contact with minors.
Regarding the economic section, the Department will transfer the funds in three successive installments, with a first advance payment for the period from September to March and a second for April and June, subject to prior justification. Payment will be made within twenty days of the administrative act of granting or the declaration of the subsidy as justified. The entity will have ten calendar days from the receipt of the funds to deduct the amount from the families’ invoices or return the fees already paid.
The agreement does not provide for any guarantees or economic compensation for the collaborating entity. The justification will be distributed between January and July, and the reimbursement will correspond to the General Directorate of Center Administration, Schooling, and Complementary Services, with a statute of limitations of four years. Additionally, a joint Monitoring Commission is created, with two representatives from the Department and two from the entity, which will prepare an annual report.
Validity and data protection
The agreement enters into force on the day of its signing, has an initial duration of two years, and may be extended by mutual agreement without exceeding six years in total. Once published, it must be registered in the General Electronic Registry of Agreements of the regional public sector within fifteen business days. Annex I incorporates the personal data processing mandate, which makes the center the data processor on behalf of the Department to manage the grants for students aged 0 to 3 years.
The publication of the agreement allows families and private Early Childhood Education centers to know the specific conditions under which the “Childcare Voucher” (Bono infantil) grants will be processed at the signing center, from the deadlines for submission and correction to the way the amount is deducted from school fees. The text also establishes the obligations of publicity, financial control, and data protection that accompany the management of public funds, and opens the way for other municipal schools and authorized centers to sign equivalent agreements with the Department.
