Canaries signs agreements with two preschools for the Child Voucher

The Department of Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands has ordered the publication in the Official Gazette of the Canary Islands of two cooperation agreements with the collaborating entities CPEI Mi Barquito and CPEI Esther for the management of non-competitive grants aimed at promoting early schooling in the first cycle of Early Childhood Education. Both agreements, signed in the Canary Islands on July 29, 2026, are published via resolutions from the Technical General Secretariat dated August 10, 2026, in issue number 167 of the BOC, dated August 20, 2026.

The agreements implement the participation of these centers as collaborating entities in the management of the “Bono infantil” (Childcare Voucher) aid program, whose regulatory bases, of indefinite validity, were approved by Order No. 519, of July 22, 2024, and modified by Order No. 1378, of November 19, 2025. The sixth clause of said bases establishes that municipal schools and private centers intervene as collaborating entities.

The collaborating entities

The agreements are formalized with two private centers authorized to teach the first cycle of Early Childhood Education, which were proposed as collaborating entities following the call issued by the Counselor’s Order of March 27, 2026:

• CPEI Mi Barquito, with code 35015139, whose legal representative is Ms. Magdalena Rivas de Prada, on behalf of Amsopra Hermanas, S.L. (resolution 3012, page 32613).
• CPEI Esther, with code 35015930, whose legal representative is Ms. Antonia Esther Díaz Marrero (resolution 3011, page 32595).

On behalf of the Administration, Mr. Hipólito Alejandro Suárez Nuez, Counselor of Education, Vocational Training, Physical Activity and Sports, intervenes using the powers conferred upon him by article 29.1.k) of Law 14/1990, of July 26, on the Legal Regime of the Public Administrations of the Canary Islands.

Validity and obligations

Each agreement enters into force on the day of its signing and has a duration of two years, extendable by mutual agreement, provided that the total duration does not exceed six years in accordance with article 16 of the General Subsidies Law 38/2003, of November 17. Once published in the BOC, it must be registered in the General Electronic Registry of Public Sector Agreements within fifteen business days.

The collaborating entities assume, among others, the following functions:

• Receive and review the grant applications submitted by the fathers, mothers, guardians, or legal representatives of the students.
• Process the applications through the electronic office of the Government of the Canary Islands and certify the attendance of the beneficiary students on a monthly basis.
• Deduct the granted amount from the invoices to be paid by the families and collaborate in the distribution and reimbursement of funds.
• Require a negative certificate from the Central Registry of Sexual Offenders for personnel carrying out activities at the center.

Financing and justification

The Ministry will transfer the “Child Bonus” funds to the collaborating entities in three successive installments: a first advance payment for the period from September to March, a second payment for April to June conditional upon the justification of the previous period, and a third payment. Payment will be made within twenty days from the administrative act of granting or the declaration of justification.

Justification will be carried out at two moments: in January, prior to the second payment, and in July, before the third, through the certification of student attendance and the nominative list of the beneficiary boys and girls. The reimbursement of the grants, when applicable, corresponds to the General Directorate of Center Administration, Schooling, and Complementary Services, and the Administration’s right to settle it expires after four years.

The publication of these agreements guarantees the transparency of the conventional activity of the regional public sector and provides legal certainty to the families who benefit from the “Child Bonus,” by clearly establishing the conditions and obligations assumed by the collaborating centers in the management of early schooling grants.
