Canary Islands establish how to assess the professional career of statutory staff

The General Directorate of the Civil Service of the Government of the Canary Islands has established the criteria for assessing the professional career of statutory personnel participating in the competitions for the provision of job positions within the General Administration, through a resolution signed on July 31, 2026, and published in the Official Gazette of the Canary Islands number 186, dated September 16, 2026. The regulation, signed by the Director General Francisco Javier Rodríguez del Castillo, equates the destination supplement level of statutory personnel with the personal grade of career civil servants and regulates the assessment of merit for participation in collegiate selection and provision bodies.

Regulatory Framework

The resolution is based on Article 30 of Law 2/1987, of March 30, on the Canary Islands Civil Service, which guarantees the right to mobility for career civil servants, and on Article 78, which establishes the competition as the normal system for the provision of positions. The regulatory development corresponds to Decree 48/1998, of April 17, and the general bases approved by Order of October 5, 2012, published in the BOC number 201, of October 15, 2012.

The regulation was subject to prior collective bargaining in the Sectoral Table for Civil Servants, whose session was held on June 23, 2026, and includes reports from the General Directorate of Planning and Budget and the Civil Service Commission.

Equating the Personal Grade

Since statutory personnel do not possess a personal grade as an element of their professional career, the resolution opts to equate both figures solely for the purposes of providing positions within the General Administration. Thus, the destination supplement level of the position from which the statutory personnel are applying will be taken into consideration, being valued in terms of equal treatment with the merit of the personal grade.

  • It is required to have held the position for at least two years, or three with interruption, counted from the final day of application submission.
  • If this requirement is not met, the previously held position that meets the permanence requirement within the same statutory professional classification will be taken.
  • Once the requirement is met, the assessment will be carried out in the same manner as for career civil servants.

Participation in Collegiate Bodies

The resolution also regulates professional merit for effective participation in collegiate selection or provision bodies, in development of Article 6.3 of Law 2/2025, of June 26, on urgent measures for the reduction of temporary employment and the quality of public employment.

  • Presidency and Secretariat: maximum of 2 points.
  • Membership (Vocalía): maximum of 1 point.
  • If multiple roles were held, the highest score will be applied.
  • Points are awarded only if participation occurred throughout the entire process.
  • The merit may not exceed ten percent of the overall merit assessment of the call.
  • Bodies appointed as of August 13, 2023, the effective date of Decree-law 7/2024, of July 31, are valued.

Relevance

The resolution directly affects the mobility of thousands of statutory public employees of the Canarian Health Service applying for positions in the General Administration, guaranteeing equal opportunities compared to career civil servants. An administrative appeal may be filed against the regulation before the Contentious-Administrative Court of Santa Cruz de Tenerife within two months, or an optional appeal for reversal within one month.
