Canarias estima ocho recursos y concede ayudas a canarios en Venezuela

The Vice-Ministry of Foreign Action of the Government of the Canary Islands has upheld eight of the ten optional appeals for reconsideration filed against the resolution of the call for healthcare assistance, food vouchers, and medication vouchers intended for Canarian residents in Venezuela during 2026. The decision is detailed in the Resolution of September 28, 2026, published in the Official Gazette of the Canary Islands (BOC) no. 205, of October 14, 2026, section III. Other Resolutions, page 37025. The text is signed by the Vice-Minister José Luis Perestelo Rodríguez and bears resolution number 340/2026.

A call with 8,539 applications

The procedure began with Resolution no. 26/2026, of February 3, from the Vice-Ministry of Foreign Action (BOC no. 36, of February 23), which opened the annual call. The application deadline ended on April 1, 2026, and a total of 8,539 applications were registered.

The call was resolved through the Resolution of July 16, 2026 (BOC no. 153, of 7.31.2026), the results of which were as follows:

  • 1,106 healthcare assistance beneficiaries, expandable by a maximum of 22 if the agreement budget is increased.
  • 140 people on the reserve list due to lack of budget coverage.
  • 55 healthcare benefit applications dismissed.
  • 8,356 food voucher beneficiaries and 154 applications dismissed.
  • 5,711 medication voucher beneficiaries and 190 applications dismissed.
  • 20 applications declared withdrawn for failure to correct errors within the 10-business-day period.

The eight upheld appeals

The deadline to appeal the granting resolution ended on August 31, 2026, and 10 appeals were filed on time, requesting a review of the files. The Vice-Ministry upholds eight and grants the requested aid to:

  • Edilme Antonio Cubas Jiménez, recognized as a food voucher beneficiary.
  • Armando Martín González, beneficiary of a food voucher and a medication voucher.
  • Carlos Julio Díaz Pérez, beneficiary of a food voucher.
  • Ana María Vergara de Aguilar, beneficiary of a medication voucher.
  • Ana Cristina Estévez Vargas, beneficiary of a medication voucher.
  • Carmen Nieves Rodríguez Rodríguez, beneficiary of healthcare assistance, and therefore excluded from the medication voucher.
  • Rosario Díaz Díaz, beneficiary of a food voucher.
  • Eva María Matos Ríos, beneficiary of a medication voucher.

The two dismissed appeals

The other two appeals are rejected for the reasons detailed in the resolution itself:

  • Mariela Josefina Travieso González: claims that her request for a medication card was not taken into account; a recording error is admitted, but the request is dismissed as she does not suffer from a chronic illness.
  • José Ángel Marrero Carpio: claims to have requested a medication card, but the mark in that option is not present on the application and no medical certificate was submitted.

Healthcare assistance is supported by Article 2 of Decree 232/2009, of December 11, amended by Decree 117/2012, of November 23, which regulates the benefit for Canarians residing in Venezuela over 65 years of age in a situation of need. The execution of the programs corresponds to the Vice-Ministry of Foreign Action through the General Directorate of Emigration, in accordance with the Organic Regulation of the Presidency of the Government approved by Decree 6/2024, of January 25.

Healthcare benefits are provided by the España Salud Foundation, by virtue of the agreement signed on January 4, 2024, and its five addenda, the last of which is dated June 29, 2026, effective from July 1 to December 31, 2026. Food and medication cards are delivered through the representative of the Canarian Foundation for Foreign Action at its branch in Venezuela. Against the resolution, which ends the administrative process, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Chamber of the High Court of Justice of the Canary Islands.

The resolution corrects processing errors that had excluded applicants entitled to the aid and confirms, at the same time, that the majority of the claims are unsuccessful. For Canarians residing in Venezuela, effective access to healthcare, food, and medication depends on these lists, so each file review has a direct impact on their basic coverage during the year.
