Canary Islands consolidates five senior technicians as permanent staff

The Canary Islands Health Service has published in the Official Gazette of the Canary Islands number 172, dated August 27, 2026, three resolutions dated August 14 from the Director of the organization, Adasat Goya González, by which five senior technicians in the categories of Biologist, Economist, and Psychology—all from Group A/A1 Management and Services—are appointed as permanent statutory staff in vacant basic positions. The appointments are part of the exceptional selective process for the stabilization of temporary employment through the competitive examination system.

A stabilization process for thousands of interim workers

The appointments stem from the Resolution of December 23, 2022, of the General Directorate of Human Resources, published in BOC no. 255 on December 29, 2022, which called for the extraordinary selective processes for the stabilization of temporary employment and the ordinary processes for access to permanent statutory staff status in vacant basic positions across various health, management, and service categories. The process executes the extraordinary public employment offers for stabilization provided for in Law 20/2021, of December 28, and is governed by Decree 123/1999, of June 17, on the selection of statutory personnel.

The processing was declared urgent via Resolution no. 3496/2025 of the Director of the Canary Islands Health Service (BOC no. 210, of 10.23.2025). Following the competition phase, the list of offered positions was approved in June 2026, and the appointment proposal was submitted to the Directorate on July 24, 2026.

The five appointments and their destinations

The appointed individuals and the assigned positions are as follows:

• Elena Asunción García García, Senior Technician Economist (Specialized Care La Gomera), code 12579410.
• Isabel Sánchez Guardia, Senior Technician Psychology (La Gomera Health Area), code 13611210.

Deadline and conditions for taking office

The appointed individuals will have a non-extendable period of 15 calendar days, counting from the day following the publication in the BOC, to take possession of the assigned position before the corresponding Management: the Health Services Management of the Fuerteventura Health Area, the General Management of the Insular-Materno Infantil University Hospital Complex, the Primary Care Management of Gran Canaria, or the Health Services Management of the La Gomera Health Area, depending on the destination.

Failure to take office within the deadline implies the loss of rights derived from the process, except for justified cause. Personnel who gain permanent status through the stabilization of Law 20/2021 may not obtain a service commission outside the Canary Health Service for two years from the date of taking office, except in cases of gender-based violence or terrorism. The termination of interim personnel that must occur due to the incorporation of permanent staff shall be carried out in accordance with the Order of March 30, 2017, of the Ministry of Health.

Impact on the coverage of basic positions

These appointments consolidate the situation of professionals who had been providing services on a temporary basis and reinforce the coverage of basic positions in health areas across three islands, within a context of high temporality in the Canarian health system. The resolution also provides a second adjudication mechanism to cover, by strict order of precedence, any positions that may remain vacant if any successful candidate fails to take office.
