Canary Islands grant 180,000 euros to 39 Canarian entities abroad

The Vice-Ministry of External Action of the Government of the Canary Islands has resolved the final granting of subsidies for a total amount of 180,000 euros to collaborate with the general operating expenses of the Canarian Entities Abroad during the year 2026. The resolution, signed on September 3, 2026, by the Vice-Minister José Luis Perestelo Rodríguez, is published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 192, of September 24, 2026, within section III. Other Resolutions (pp. 35224-35232). The distribution reaches 39 beneficiary entities, with individual amounts ranging from 2,280 to 7,000 euros.

The call was made through Resolution no. 138/2026, of March 18, by the Vice-Minister of External Action, whose summary was published in the Official Gazette of the Canary Islands no. 106, of June 1, for the total amount of 180,000 euros. The credit comes from the budgetary application 06.33.231P.490.02 L.A 06406502, titled “Support for the maintenance of Canarian Entities Abroad,” provided for in Law 9/2025, of December 23, on the General Budgets of the Autonomous Community of the Canary Islands for 2026 (BOC no. 256, of December 29).

The regulatory bases are those approved indefinitely by the Resolution of the Vice-Minister of External Action, of March 29, 2016 (BOC no. 67, of April 8), and the authority is exercised by delegation of the President of the Government according to Decree no. 159/2019, of August 30 (BOC no. 172, of September 6). The assessment was carried out by the Technical Assessment Commission, composed of the president, the Director General of Emigration as vice-president, the head of the External Action service, two members, and a secretary, who submitted their proposal in the minutes of August 31, 2026.

Distribution among 39 collectives and federations

Annex I of the resolution details the score awarded and the amount assigned to each entity. Among the beneficiaries are:

• Canarian Center of Rosario: 5,546.41 euros.
• Canarian Foundation of Mérida (FUNCAMER): 6,800.00 euros.
• Hermandad Nueva Señora de las Nieves: 7,000.00 euros.
• Venezuelan Canarian Home: 7,000.00 euros.
• Leonor Pérez Cabrera Canarian Association of Cuba: 7,000.00 euros.
• Canary Islands Society: 6,673.03 euros.
• Federation of Canarian Centers in Venezuela: 4,073.15 euros.
• Canarian Union of Venezuela: 6,239.72 euros.
• Canarian Home of Seville: 3,899.82 euros.
• Canarian House of Valladolid: 3,899.82 euros.
• Canarians in Berlin Association: 3,899.82 euros.
• Canarian Centers of Brazil: 3,899.82 euros.
• Canary Islands Cultural Space Guanche Identity: 2,280.00 euros.

According to the background of the resolution, the 39 beneficiary entities submitted their express acceptance within the ten-day period, and the 36 that were required to do so reformulated their initial requests to adjust the commitments and conditions to the grantable subsidy.

Execution, payment, and justification deadlines

The execution period for the subsidized activities spans from January 1 to October 31, 2026. Payment will be made in a single installment via bank transfer, subject to justification, and may be split if justifications are submitted throughout the year.

The deadline to justify all activities is November 15, 2026, through a simplified justification account according to the model in Annex II, which includes an activity report, a classified list of expenses, and details of other income. If it is not submitted on time, the entity will be required to provide it within a non-extendable period of 15 days.

In the case of entities with a bank account in Venezuelan territory, payment will be processed through the Canarian Foundation for Foreign Action, in accordance with the collaboration agreement signed on November 3, 2020, with the Vice-Ministry of Foreign Action, due to the prohibition of receiving foreign currency in Venezuelan bank branches.

Obligations, reimbursement, and means of appeal

Beneficiaries must prove the execution of the activities, communicate any change in the circumstances taken into account for the grant, and publicize the public nature of the aid, incorporating the official logo of the Government of the Canary Islands with the same size and visibility as their own. Funds may not be used for goods or services from persons or entities linked to the recipient.

Failure to comply with the conditions will lead to reimbursement, under the scenarios and criteria provided for in Law 38/2003, of November 17, General Subsidies Act, and in Decree 36/2009, of March 31. The Administration’s right to recognize or settle the reimbursement expires four years after the justification deadline.

Against the resolution, which ends the administrative route, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Chamber of the High Court of Justice of the Canary Islands, or optionally, a request for reversal before the Vice-Minister of Foreign Action within one month. The electronic document is registered as Resolution No. 307/2026.

The publication closes the annual cycle of support for the maintenance of Canarian centers, houses, and federations located outside the archipelago, an associative network that sustains cultural and cohesion activities in countries such as Venezuela, Cuba, Argentina, Brazil, Uruguay, Mexico, the United States, and several European states. The entities now have just over a month and a half to execute their programs and until November 15 to report their accounts to the Vice-Ministry of External Action.
