Canary Islands opens the 2026 Youth Rent Voucher with 12.8 million

The Canarian Housing Institute has approved the regulatory bases and the 2026 call for the Youth Rental Bonus, endowed with 12,878,000 euros and providing grants of 250 euros per month for people up to 35 years old. The resolution, dated September 9, 2026, is signed by the director of the organization, María del Pino de León Hernández, and is published in the Official Gazette of the Canary Islands no. 187, of September 17, 2026. The deadline to submit applications is only 15 business days.

A benefit of 250 euros per month for two years

The aid is regulated in Title I of Royal Decree 42/2022, of January 18, which created the Youth Rental Bonus as a benefit of 250 euros per month, up to a total of 6,000 euros distributed over 24 monthly payments, to facilitate the emancipation of young people. The eligible period is two years and begins, generally and retroactively, in January 2025 for those who already had a contract from that date, or in the month the contract becomes effective if it is later.

The call is strictly transitional in nature. According to the State Housing Plan 2026-2030, approved by Royal Decree 326/2026, of April 22, the Youth Rental Bonus disappears as an autonomous program and is replaced by the Rental Aid for the Emancipation of Young People. For this reason, the Canarian Housing Institute jointly approves the bases and the call, instead of processing bases of indefinite validity.

Requirements: up to 35 years old, limited income, and rents up to 900 euros

Eligible beneficiaries may be natural persons of legal age who are up to 35 years old, including that age, at the time of applying for the aid. The main requirements are:

• Spanish nationality, nationality of a member state of the European Union, the European Economic Area, or Switzerland, or regular residence in Spain in the case of non-EU foreigners.
• Being the holder of or being in a position to sign a lease or use assignment contract in the Canary Islands.
• Having a regular source of income with annual earnings equal to or less than three times the IPREM (Public Indicator of Multiple Effects) based on 14 payments.
• Not being the owner or usufructuary of another home in Spain, except for exceptions such as separation, divorce, or disability.
• Not having a first or second-degree kinship with the landlord nor being a partner of the leasing legal entity.

The rental price may not exceed 900 euros per month, a limit that drops to 450 euros in the case of room rentals. These caps derive from the agreement reached on June 30, 2026, with the Ministry of Housing and Urban Agenda in the Monitoring Commission provided for in Royal Decree 42/2022.

State and insular financing and management by the Chambers

The total credit of 12,878,000 euros is divided among several administrations:

• Ministry of Housing and Urban Agenda: 5,300,000 euros in 2026 and 5,300,000 euros in 2027, up to 10,600,000 euros.
• Insular Council of Lanzarote and La Graciosa: 378,000 euros in 2026, coming from remnants of the 2025 call.
• Insular Council of Tenerife: 950,000 euros in 2026 and 950,000 euros in 2027, up to 1,900,000 euros.

Order No. 194/2026 of August 6, from the Department of Public Works, Housing and Mobility, provides for a grant line for the Youth Rental Voucher of 18,113,167.65 euros, of which 12,878,000 correspond to this call. The agreement signed with the Official Chambers of Commerce, Industry, Services and Navigation of Fuerteventura, Gran Canaria, Lanzarote and La Graciosa, and Santa Cruz de Tenerife will act as the collaborating entity.

Fifteen business days and resolution before the end of the year

The deadline for submitting applications is 15 business days starting from the day following the publication of the summary and the guidelines in the Official Gazette of the Canary Islands, which places the closing date on October 8, 2026. Applications are submitted via a standardized form on the electronic headquarters of the Government of the Canary Islands, preferably electronically.

The maximum period to issue and notify the resolution is six months, although the granting resolution must be issued before December 31, 2026. Administrative silence has a dismissive effect. An administrative appeal may be filed against the resolution before the Presidency of the Canary Islands Housing Institute within one month.

Limited relief in a strained market

The call arrives in a context of strong tension in the rental market. According to the data cited in the resolution itself, the youth emancipation rate stood at 14.5% in the second half of 2025, the worst record in the historical series, and free-market rent reached 1,176 euros per month, 98.7% of the salary of a young salaried person. In the Canary Islands, the average price was 1,158 euros in the province of Las Palmas and 1,111 euros in that of Santa Cruz de Tenerife. With only 15 business days for the deadline and 12.8 million available, the aid of 250 euros per month presents itself as limited relief for young people with difficulties emancipating.
