Campos approves the ordinance on policing, good governance, and citizen coexistence

The Campos City Council has definitively approved the general ordinance of police, good governance, and citizen coexistence, which comes into effect on the day of its publication. The regulation is published in the Official Gazette of the Balearic Islands (BOIB) number 103, dated August 18, 2026, within Section I of general provisions, and affects all residents of the municipality.

The Plenary of the Campos City Council, in an ordinary session held on July 30, 2026, initially approved the text, which had already been publicly displayed following its publication in BOIB number 71, dated June 6, 2026. No allegations were presented during the public exhibition period; therefore, the ordinance is understood to be tacitly approved. The document, signed by Mayor Francisca Porquer Manresa on August 12, 2026, is processed in compliance with articles 102 and 103 of Law 20/2006, of December 15, on municipal and local regime of the Balearic Islands.

Scope and duties of coexistence

The ordinance applies to the entire municipal district of Campos and is binding for all inhabitants, as well as any person present therein. Coexistence is based on respect for human dignity and the rights of others, and the City Council commits to facilitating social assistance to needy families and promoting care centers such as nurseries, residences for the elderly, and home care services.

The regulation establishes specific duties for citizens:

• Obedience, respect, and consideration for the municipal authority, agents, and local police.
• Compliance with Mayoral decrees and other municipal ordinances.
• Collaboration with health authorities to prevent the spread of contagious diseases.
• Special protection of children’s rights, with parents’ responsibility to prevent children under seven years of age from traveling alone on public roads.

Public spaces and alcoholic beverages

The chapter on public spaces and assets prohibits graffiti and paintings on any element of the public space, except for authorized artistic murals, and regulates the posting of posters, the use of fountains, the protection of trees and plantations, and the prohibition of playing ball or skating on urban furniture. Smoking is also prohibited within the grounds of the municipal sports field, except in designated areas.

Regarding alcoholic beverages, the consumption and sale to minors, consumption in public spaces, and sale in educational and sports centers when minors are present are prohibited. Authority agents may cautiously seize drinks and containers and accompany intoxicated persons to health services.

Sanctioning regime

Infractions are classified as minor, serious, and very serious, with fines of up to 750, 1,500, and 3,000 euros respectively. Among the planned sanctions, the following stand out:

• Graffiti and paintings in public spaces: 600 euros.
• Paintings on facades or assets with special architectural or artistic value: 1,500 euros.
• Consumption of alcoholic beverages by minors: 900 euros.
• Sale or supply of alcohol to minors: 1,500 euros.
• Urinating or defecating on public roads: 180 euros.
• Street vending of food without authorization: 900 euros.

The Mayor is the competent body to impose sanctions up to the limit permitted by local regime legislation, and the Local Government Board beyond this amount. Fines may be replaced by training sessions, civic activities, or community service, and in the case of minors, alternative educational measures may be applied.

The new ordinance provides the municipality with a complete regulatory framework to guarantee coexistence and civility, with a proportionate sanctioning regime and alternative educational measures. For the residents of Campos, the regulation represents a clear instrument to protect public space, tranquility, and the rights of all citizens.
