Campoo de Enmedio approves the early riser service ordinance

The City Council of Campoo de Enmedio has definitively approved the Regulatory Ordinance of the Municipal Early Bird Service and the Public Price for its provision, the full text of which is published in the Official Gazette of Cantabria number 170, dated September 3, 2026, in the General Provisions section. The decision was adopted by the Plenary in the session of August 27, 2026, after resolving the claims submitted during the public information period.

The regulation, identified by the reference CVE-2026-6859, was initially approved by the Plenary on June 30, 2026, and submitted for public information via an announcement in the Official Gazette of Cantabria number 128, dated July 6, 2026. The deadline was extended until August 25, 2026, by Mayoral Resolution no. 218/2026. The text enters into force once published and after the period provided for in articles 65.2 and 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

A reconciliation service for rural areas

The ordinance defines the “early birds” as a complementary, voluntary, and non-mandatory service, aimed at the care of minors prior to the start of the ordinary school day. It is conceived as a tool for reconciling family and work life, supporting schooling in rural areas, and fighting depopulation, with its own substance distinct from the 2-year-old classroom and educational services funded by the regional Administration.

Eligible recipients may be minors enrolled at CEIP Casimiro Sainz de Matamorosa, within the stages and levels established for each school year. In the event of insufficient places, priority will be given to minors registered as residents in the municipality. The service may be provided through direct or indirect management, and its effective implementation will be subject to demand, budget availability, and available means.

Public price and discounts

The ordinary amount of the public price is set at €50.00 per month per minor user, with a reduced rate of €25.00 per month for the second and subsequent minors of the same family unit. The fee is monthly and is not prorated for partial attendance, absences, or vacations.

  • €50.00/month for the first minor user.
  • €25.00/month for the second and subsequent minors of the same family unit.
  • Discount of up to 100% for minors registered as residents in Campoo de Enmedio whose parents or legal representatives are also registered throughout the school year.
  • Possibility of total or partial gratuity when there is a subsidy, external funding, or sufficient budget allocation.

The bonus is not automatic nor does it create a vested right, and it must be approved for each school year. The City Council will verify residency ex officio by consulting the Municipal Register of Inhabitants, and may assess special situations such as single-parent families, joint custody, or social vulnerability.

Access and Operating Regime

The application for registration shall be submitted using a standardized form, and admission will be carried out according to available spaces, with a waiting list when applications exceed the offer. Voluntary withdrawals will take economic effect from the month following their communication, and ex officio withdrawal may be agreed upon due to non-payment, repeated breach of rules, or unjustified absence.

Payment must be made prior to the monthly period, and no refund shall be granted except in specific cases, such as the non-provision of the service for reasons attributable to the City Council or a resignation communicated before the start of the period. The pickup of the minor may only be carried out by authorized persons, and personal data will be treated in accordance with data protection regulations.

Impact for Families

The final approval provides legal certainty to a service that until now was provided informally, and guarantees objective and transparent treatment for the user families. The entry into force does not in itself entail the immediate requirement of the public price, which remains conditional on the effective organization of the service and the possible existence of funding that allows for the agreement of gratuity or bonuses. An administrative appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Cantabria within a period of two months.
