Caldas de Reis suprime a taxa municipal de 1,84 euros por empadroarse

The City Council of Caldas de Reis has definitively abolished the two fees of 1.84 euros that it had been charging for census registration procedures. The agreement, initially adopted by the Plenary on August 11, 2026, was formally approved as no claims were registered during the public exhibition period, and the full text of the modification is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 209, of October 29, 2026, under file 1958/2026.

The measure affects the Fiscal Ordinance regulating the tax for documents issued or handled by the council or local authorities, a public law revenue regulation that sets the price of municipal administrative services. The approved modification consists, specifically, of the repeal of the fees relating to the issuance of documents from the Municipal Register of Inhabitants, that is, the administrative support that certifies the residence and address of the neighbors in the municipality.

The processing followed the ordinary path for modifications of fiscal ordinances. The provisional approval agreement was published in BOPPO no. 158, of August 19, 2026, at which time a period of 30 business days for public exhibition and the submission of claims was opened. Once that period ended without any allegations against the text, and in compliance with article 17.4 of the Recast Text of the Law regulating local finances, approved by Legislative Royal Decree 2/2004, of March 5, the agreement is understood to be definitively approved.

Two fees of 1.84 euros disappear

The published text details exactly which sections of the ordinance are no longer in effect:

  • Census certificates and family unit: 1.84 euros.
  • Registrations, deregistrations, and modifications in the Register of Inhabitants: 1.84 euros.

These are, therefore, the only two fees directly linked to the management of the census, so that from this publication, these procedures cease to generate any income for the municipal coffers. The amount was identical in both cases, which standardized the cost for any census management, from requesting a certificate to present to a third party to communicating a change of address within the municipal boundary.

Thirty business days without any allegation

The definitive approval does not derive from a new pronouncement by the corporation, but from the administrative silence provided for in the local finance regulations. The Plenary had provisionally approved the modification on August 11, 2026, and the announcement was published on August 19; from then on, the public exhibition period was opened. As no claims were submitted, the agreement was automatically elevated to definitive and the full text was published, as required by article 17.4 of Legislative Royal Decree 2/2004.

The announcement is signed by the mayor of Caldas de Reis, Jacobo Pérez Gulín, and includes the corresponding secure verification code to certify the integrity of the document on the electronic office of the Deputación de Pontevedra.

Two months to appeal before the Superior Court

The publication also opens the path for challenge for anyone who considers that the agreement does not comply with the law:

  • Direct contentious-administrative appeal before the Contentious-Administrative Chamber of the Superior Court of Justice of Galicia.
  • A period of two months counted from the day following the publication of the announcement in the BOPPO.
  • Legal coverage: article 19.1 of Royal Legislative Decree 2/2004 and articles 10.1.b) and 46.1 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

Impact for residents

The removal affects anyone who needs to prove their residence in Caldas de Reis or communicate a change of address, two everyday procedures that until now had a fixed cost of 1.84 euros per action. With the repeal, the council waives this source of income and equates the census registry to other administrative services that are already provided without financial compensation, a decision that especially benefits family units that carry out several procedures throughout the year and people arriving in the municipality who must formalize their census registration.
