Calanda approves the new tax for swimming pools and sports facilities

The Calanda City Council has finalized the modification of the Fiscal Ordinance Regulating the tax for bathhouses, showers, swimming pools, sports facilities, and other analogous services, as no claims were filed during the public exhibition period. The agreement, adopted by the Plenary on July 21, 2026, is published in the Official Gazette of the Province of Teruel on September 11, 2026 (number 174, reference No. 2026-2630).
The regulation is issued in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and is based on article 133 of the Constitution and article 106 of Law 7/1985, of April 2, regulating the Bases of Local Regime. The full text of the ordinance is made public for general knowledge, with differentiated rates according to the mode of use and the time of year.
Three modes of use and new rates
The ordinance distinguishes three modes of access to municipal services: general use (entry to the pavilion with access to the multi-sports court and common facilities), special use (which adds the municipal swimming pools in summer), and exclusive use of swimming pools. The general daily entry is set at 2.80 euros, while daily pool entries vary by season and day:
- Summer pools: €3.00 on business days and €3.50 on holidays, Saturdays, and Sundays.
- Winter pools: €4.00 on business days and €4.50 on holidays, Saturdays, and Sundays.
- Children under 4 years old: exempt from payment.
Annual and quarterly memberships
For members of sports facilities without a pool, the individual annual fee for those over 18 is €81.90 (€22.75 quarterly), while the family membership reaches €126.00 annually. Large and single-parent families enjoy a reduced rate of €63.00 annually, and individual retirees over 65 pay €37.80 per year.
In the special use mode with pools year-round, the individual membership for those 18 and over is set at €144.00 annually, the family membership at €225.00, and the large or single-parent family membership at €180.00. Payment for all membership rates is split quarterly, and summer pool memberships are settled upon collecting the entry authorization.
Discounts and management rules
The ordinance provides for a 10% reduction in the fee for annual members, individual or family, who pay in full during the first quarter of the fiscal year, waiving the installment plan. Exemptions and discounts are also provided for entities with a collaboration agreement with the City Council.
- New quarterly registrations for the sports center, for those over 18 years of age, generate a fee of €25.00 with no right to a refund.
- Public or private for-profit entities organizing events in the municipality shall pay €100.00 per month for 4 hours of exclusive weekly use, with a proportional increase of €6.25/hour for additional time.
- Disabled status is accredited with a disability equal to or greater than 33%, and unemployed status with six uninterrupted months of unemployment.
- The individual retiree pass applies to taxpayers with a pension lower than €800 per month.
The management, settlement, and collection of the fee are the responsibility of the City Council, which will settle the quarterly fees in the months of January, April, July, and October via tax roll. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Aragon within two months of its publication.
The entry into force of these rates directly affects all users and subscribers of the municipal sports facilities and swimming pools of Calanda, who must adjust their budgets to the new amounts. Publication in the official bulletin grants full effectiveness to the ordinance, which shall govern until its modification or repeal is approved.
