Calahorra convoca oposición para una bolsa temporal de operarios de obras

The Calahorra City Council has announced a competitive examination to establish a temporary job bank in the category of Works and Services Park Operator, intended to cover temporary needs that may arise within the municipal service. The rules and the call for applications were approved by agreement of the Local Government Board on November 2, 2026, and are published in the Official Gazette of La Rioja number 215, Friday, November 6, 2026 (pages 18848 to 18856), with official reference BOR-A-20261106-II–1245.

The call is based on Royal Legislative Decree 5/2015, of October 30, which approves the Basic Statute of Public Employees, on Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja, and on Royal Decree 896/1991, of June 7. The agreement concludes the administrative process, and the announcement is published in section II, Authorities and Personnel, under internal file code 202611040125418 and identification II.1245.

Characteristics of the position and the process

The position subject to the call is a temporary job bank, not a structural post, and presents the following characteristics according to the rules:

  • Position/category: Works and Services Park Operator.
  • Group and subgroup: O.A.P. (Other Professional Groupings).
  • Scale: Special Administration; subscale: Special Services; class: Trade Personnel.
  • Selection system: competitive examination, with one eliminatory and mandatory test.
  • Open competition: yes.

The general functions of the position consist of the maintenance and conservation of facilities, buildings, public roads, and public spaces, under the supervision of the Officers, mainly in construction, gardening, carpentry, plumbing, painting, and electricity. The working day is listed in the Job Position Relationship as J7 Special flexible, with availability to work outside the ordinary schedule and, if applicable, mandatory on-call duties; a class B driver’s license is required.

Seven business days to submit the application

The deadline for submitting applications is seven business days starting from the day following the publication of the announcement in the Official Gazette of La Rioja. Applications shall be addressed to the Mayor-President and may be delivered to the municipal Citizen Service Office (OAC), through the electronic registry of the website sede.calahorra.es, by certified mail, or by the means specified in article 16.4 of Law 39/2015. The identification code for the call that must be included in the application is 19/2026/PE-PTP.

Admission requirements include holding the nationality required by Article 57 of the Basic Statute, being at least 16 years old and not exceeding the compulsory retirement age, possessing the functional capacity for the position, not being subject to any cause for disqualification, and holding a Category B driver’s license. Persons with a recognized disability of 33% or higher may request adaptations regarding time and means.

A theoretical-practical exercise before a three-member tribunal

The competitive phase consists of a single theoretical-practical exam based on the syllabus in Annex II, which covers nine topics: roadway and sidewalk materials, ceramics and concretes, landscaping, hydraulic and irrigation installations, electrical installations, outdoor lighting, building maintenance, public domain services, and Law 31/1995, of November 8, on the Prevention of Occupational Risks. The exercise will last a maximum of 1.5 hours and will be graded out of 20 points, with a minimum of 5 required to be part of the pool; it may consist of questionnaires, practical cases, or material work with tools.

The Qualifying Tribunal will be composed of three members—president, secretary, and member—all of whom must be career civil servants of group O.A.P. or higher and appointed by the Mayor’s Office, with a tendency toward parity between women and men. The General Administration Technician from the Personnel area will act as an advisor. The order of appearance for applicants will begin with the letter “B”, resulting from the draw of June 29, 2026, published in the Official State Gazette number 161, of July 3, 2026.

Three years of validity and telephone calls

The pool will be established by Mayoral Decree and will be valid for three years, without prejudice to its exceptional use once that period has elapsed while a new list is not formed. It will take precedence over any previous pool and will not prematurely terminate contracts already formalized. Calls may be made by telephone and, after three attempts at different times without a response, the next applicant will be called.

Renouncing an appointment implies losing one’s position in the pool, unless it is proven that the person is employed in another administration or is in a situation of temporary disability, pregnancy, risk during pregnancy, or maternity or paternity leave. Interim relationships will be subject to a one-month probationary period, in accordance with Article 47 of Law 9/2023. The resolution bears the approval of the Mayor-President, Mónica Mercedes Arceiz Martínez, and is signed in Calahorra on November 4, 2026.

Against the agreement, which exhausts the administrative route, a motion for reconsideration may be filed before the Local Government Board within one month and, subsequently, a contentious-administrative appeal before the Contentious-Administrative Court of Logroño within two months.

The call for applications comes at a time of pressure on municipal maintenance services and offers a stable path to local public employment outside the offer for career civil servants: those who pass the exam will enter an ordered list from which the City Council will draw for three years to cover vacancies, substitutions, and temporary programs. For applicants, the calendar is tight: only one week from the publication in the BOR to gather the documentation and formalize the application.
