Cadaqués definitively approves the regulations for the Es Papanell Nursery School

The City Council of Cadaqués has definitively approved the Internal Regulations of the Es Papanell Municipal Nursery School, a text that regulates the organization and operation of the municipal educational service. The agreement has been published in the Official Gazette of the Province of Girona (no. 168, of September 1, 2026, edict 7745, CVE BOP-2026_0_168_7745, pp. 1-12), under file X2026000975.

As no claims were filed during the public exhibition period, the initial plenary approval agreement has been automatically elevated to definitive, in compliance with article 70.2 of Law 7/1985 regulating the bases of local regime and article 66.1 of the Regulations for works, activities, and services of local entities (Decree 179/1995). The text, electronically signed by the mayor Maria Pia Seriñana Torrents, will enter into force once the period of 15 business days from the full publication has elapsed.

A municipal educational service

The Es Papanell Nursery School is a public center owned by the City Council of Cadaqués, with the support and subsidy of the Department of Education of the Generalitat de Catalunya. It provides the first cycle of early childhood education and welcomes children from 4 months to 3 years old, with a maximum authorized capacity of 36 places.

The ratios per unit are fixed according to age:

• Children under one year (0-1): up to 8 children per unit.
• Children from one to two years (1-2): up to 13 children per unit.
• Children from two to three years (2-3): up to 20 children per unit.

Pedagogical organization and attention to diversity

The regulations establish that each group has a reference tutor educator and an assistant shared between the two levels. The center will provide educational attention to children with specific educational support needs (NESE), according to available resources and in coordination with educational and social services, respecting legal ratios at all times.

Regarding the dining service, which is complementary and voluntary, families will bring food from home in a lunchbox inside a thermal bag marked with the name. The center will provide spaces for the safe heating of food, and families must communicate any intolerance or allergy via a medical report.

Access, scoring, and schedules

The admission of students will be done by scoring when applications exceed available places, based on objective criteria:

• Residence (registration or place of work in the municipality): 30 or 15 points.
• Employment situation of the family unit (both parents or single-parent family with employment activity): 25 points.
• Existence of siblings enrolled in the center: 20 points.
• Large or single-parent family: 10 points.

In the event of a tie, a public draw will be held. The general hours of the center are from 8:45 a.m. to 5:00 p.m., with entry and exit slots in the morning, midday, and afternoon, and the dining service from 12:15 p.m. to 1:00 p.m. Five registration periods are established throughout the course (September, January, April, July, and summer camp).

Rights, duties, and impact for families

The text outlines the rights of children to a comprehensive education in a safe and affectionate environment, and the duties of families to respect schedules and maintain fluid communication with the educational team. The publication of images of children will require the express consent of the families, in accordance with data protection regulations.

With this approval, Cadaqués provides legal security for the daily operation of its municipal nursery school, a key service for the family and work-life balance of the municipality’s families, who now have a clear regulatory framework regarding access, schedules, fees, and coexistence at the center.
