Cabra approves the regulations for the Local Sports Council and opens the period for allegations
Por FactBox Admin

The Cabra City Council has initially approved the Regulations of the Local Sports Council, a collegiate body of a consultative and participatory nature attached to the municipal Sports Delegation, and is now submitting it to a minimum period of thirty days for public information. The agreement was adopted by the Plenary in the session of September 28, 2026, and is published in the Official Gazette of the Province of Córdoba on Friday, October 16, 2026, number 201, page 14959, with the official reference BOP-A-2026-3450.
The edict, signed by Mayor Fernando Priego Chacón on October 8, 2026, orders the publication of the text in the provincial gazette itself, on the City Council’s notice board, and on the municipal electronic office, so that interested parties may submit claims, allegations, or suggestions. The period will begin to count from the next business day following the publication of the announcement in the Official Gazette of the Province. If no claim or suggestion is submitted, the approval agreement will be understood as definitively adopted, without the need for a new express agreement from the Plenary, and the full text will be published. The Plenary also authorized the mayor-president to sign any documents and carry out any actions necessary to execute the agreement.
A consultative body attached to the Sports Delegation
The regulations are structured into seven titles. Article 1 defines the Local Sports Council as a collegiate body of a consultative, participatory, and advisory nature, attached to the Sports Delegation of the Cabra City Council, without prejudice to its functional autonomy. Its purposes are to advise on the planning and management of activities and facilities, encourage the participation of citizens and sports entities, channel proposals from local clubs and athletes, and promote gender equality, inclusion, environmental sustainability, and health through sport.
The legal framework refers to Law 7/1985 regulating the Bases of Local Regime, Royal Decree 2568/1986, which approves the Regulations on Organization, Operation, and Legal Regime of Local Entities, and Law 5/2016 on Sport of Andalusia, in addition to the applicable regulations.
Composition: from the mayor to local clubs
The Presidency corresponds to the mayor of the Cabra City Council and the Vice Presidency to the delegate of Sports. The Secretariat falls to whoever holds the General Secretariat of the Corporation, who may delegate it to a qualified municipal official, appointed by the Mayor’s Office with notice to the Plenary; they shall attend with a voice but without a vote. The memberships are distributed as follows:
- One representative for each municipal political group.
- A maximum of five representatives from local sports clubs.
- One representative from the Local Council for Citizen Participation.
- One representative of the Physical Education teaching staff from Primary, Secondary, and Higher education centers in Cabra.
- One technician from the Sports Delegation, one from the Youth Delegation, and one from the Health Delegation.
The Presidency holds the representation, convenes the sessions, sets the agenda, directs the debates, and exercises the casting vote in the event of a tie. Working commissions or sectoral tables may be established regarding school sports, infrastructure, equality, health, or sustainability.
Election of members, mandate, and incompatibilities
Sports entities registered in the Andalusian Registry of Sports Entities (RAED) with a minimum seniority of six months and registered offices in Cabra shall have the right to vote, with one vote per club. Candidacies, which must be presidents of local clubs, shall be submitted in writing to the Sports Delegation; the voting shall be secret and in person at an electoral assembly convened for this purpose. The candidates with the most votes will be elected, seeking a plurality of sports modalities, and the mandate shall last, as a general rule, for the duration of the corresponding Corporation. The members for Citizen Participation and Education shall be appointed by the Local Council for Citizen Participation and by the Municipal School Council, respectively.
The Council shall meet in ordinary session at least twice a year and extraordinarily at the initiative of the Presidency or at the request of a simple majority of the members. Notices shall be sent seven calendar days in advance, and the quorum requires the presence of the Presidency and Secretariat, or those replacing them, and at least half plus one of the members with the right to vote. Agreements are adopted by simple majority, are advisory and non-binding, and are submitted to the Sports Delegation for possible execution. The regulations may be modified upon the proposal of an absolute majority of the Plenary or two-thirds of the members of the Council, and shall enter into force the day following its publication in the Official Provincial Gazette, after its approval by the Plenary.
Impact for clubs and sports entities
The regulation creates a formal channel of participation for the sports fabric of Cabra: local clubs will now elect up to five representatives with voice and vote in a body that will inform sports planning, facilities, and promotion programs for grassroots, school, federated, inclusive, and women’s sports. The open period of thirty days is the only opportunity for clubs, athletes, and local entities to submit allegations before the text is definitively approved.
