Cabeza la Vaca approves livestock vehicle disinfection fee

The City Council of Cabeza la Vaca has formally approved the fiscal ordinance regulating the fee for the provision of the disinfection service for vehicles dedicated to the transport of live animals at the vehicle disinfection center (CDV) “Centro logístico agroganadero Fuente Lunara”. The regulation, which automatically became final as no claims were filed during the public exhibition period, is published in the Official Gazette of the Province of Badajoz number 162, dated August 25, 2026, via announcement 3361/2026.

The Municipal Plenary agreed to the initial approval of the ordinance and its economic-financial report in a session held on June 29, 2026, in accordance with articles 15 to 17 of the consolidated text of the Law Regulating Local Treasuries (Royal Legislative Decree 2/2004, of March 5). The file was submitted for public information and hearing for interested parties for a period of thirty business days, following its insertion in the BOP number 125, of July 3, 2026 (announcement 2583/2026), without any allegations being presented.

Taxable Event and Obligation

The fee taxes the provision of the municipal service of disinfection and sealing of vehicles dedicated to the transport of live animals, in compliance with the obligations established by Royal Decree 638/2019, of November 8, and Regulation (EU) 2016/429 of the European Parliament and of the Council. The use of the CDV is mandatory for taxpayers carrying out livestock movements subject to health regulations, which determines its classification as a fee and not as a public price.

The service comprises several operations:

Washing with pressure equipment or machinery, using water and alkaline detergent.
Disinfection with an authorized livestock biocide, with a minimum action time of five minutes.
Sealing of all animal access doors with a numbered seal.
Issuance of the disinfection certificate through recording in the National Registry of Vehicle Cleaning and Disinfection Centers (RECELIDE).

Prior to the service, the vehicle must arrive free of solid waste, manure, straw, or other dry materials; CDV personnel may deny the service without the right to a refund of the fee.

Rates by Vehicle Type

The tax quota is determined based on the type of vehicle presented for disinfection, with six tariff brackets:

Car or van with a trailer up to 750 kg: €6.50.
Van or medium cargo van (more than 750 kg and up to 3,500 kg): €9.50.
Light truck without a cage (up to 6 Tm): €12.50.
Medium truck with a cage (between 6 and 12 Tm): €15.00.
Large truck or trailer without a cage (more than 12 Tm): €18.50.
Trailer with a cage or four-axle truck: €25.00.

Surcharges of €7.50 for each additional removable cage and €4.00 for the combined disinfection and disinsectization service are applied to the base rate. The fees are indivisible and shall be settled prior to the provision of the service, and are enforceable through summary proceedings in the event of non-payment.

Management, validity, and appeals

Taxpayers are the natural or legal persons who request or benefit from the service, with the owner or holder of the vehicle acting as the taxpayer’s substitute, who may pass the fee on to the user. No tax benefits are recognized except those derived from international treaties or regulations with the force of law.

The ordinance shall enter into force upon the publication of its full text in the BOP of Badajoz and shall remain in effect until its express modification or repeal. Against the final approval agreement, which ends the administrative route, interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura within two months. The document appears signed by the Mayor-President, Luis David Zapata Macías.

The new fee directly affects livestock farmers and transporters in the region, who must pay the fee each time they use the disinfection center to comply with health regulations for livestock movements. As it is a mandatory service, the measure introduces a recurring cost to local livestock activity, although it guarantees sanitary control and the traceability of animal movements in the area.
