Cabanillas del Campo modifica las ordenanzas fiscales del IBI y de vehículos

The City Council of Cabanillas del Campo has provisionally approved the partial modification of two of its tax ordinances: the one regulating the Property Tax (IBI) and the one for the Mechanical Traction Vehicle Tax. The agreement was adopted by the municipal Plenary in an extraordinary session on October 13, 2026, and is published in the Official Gazette of the Province of Guadalajara No. 198, dated October 16, 2026, opening a 30-business-day period for public information.

The announcement is issued in compliance with Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. This is a mandatory procedure prior to final approval: the agreements and the modified texts are displayed so that any interested person may examine them and submit claims. The document is signed by the mayor, José García Salinas, and bears the verification code c9e4f36605ebe9067424b3d98f50ec1ef385f49b.

Two files and a period of 30 business days

The plenary session provisionally approved two modifications, processed in separate files:

  • Partial modification of the Tax Ordinance Regulating the Property Tax, file 3261/2026.
  • Partial modification of the Tax Ordinance Regulating the Mechanical Traction Vehicle Tax, file 3492/2026.

Both agreements, along with the approvals and modifications of the ordinances, will be displayed on the City Council’s Electronic Office and on the Notice Board. The public information period is 30 business days and is counted from the day following the last of the publications of the announcement, which must appear both in the Official Gazette of the Province of Guadalajara and in one of the most widely circulated newspapers in the province.

During this period, interested parties may examine the files and submit any claims they deem appropriate via a written request addressed to the Plenary of the City Council.

Resolution of claims and entry into force

Once the public exhibition period has ended, the City Council will adopt the appropriate final agreements, resolve the claims submitted, and approve the final wording of the modifications. If no claims have been submitted, the provisional agreements will be understood as definitively adopted without the need for a new plenary agreement.

In any case, the final agreements—including provisional ones automatically elevated to such status—and the full text of the amendments must be published in the Official Gazette of the Province of Guadalajara. The ordinances shall not enter into force until such publication has been completed, in accordance with the provisions of their respective articulated texts.

Transparency and publications

Pursuant to section c) of article 7 of Law 19/2013, of December 9, on transparency, access to public information and good governance, the full text of the agreement and the amendment of the ordinances may be consulted on the Transparency Portal.

In addition to the official publication in the provincial gazette, the final agreements will be disseminated on the Electronic Office, the Transparency Portal, and the municipal Notice Board.

The modification of these two tax figures affects virtually all taxpayers in the municipality: the IBI (Property Tax) taxes the ownership of real estate, and the vehicle tax applies to the owners of cars, motorcycles, and other registered vehicles. Residents and owners registered in Cabanillas del Campo therefore have 30 business days to consult the files and submit any claims they deem appropriate before the new ordinances become final and enter into force.
