Cabanillas hires 14 unemployed people in social exclusion with ESF+ funds

The Cabanillas del Campo City Council has approved the call and the rules for the selection process for the temporary employment of 14 unemployed people in a situation of social exclusion, within the framework of the Active Employment Support Program of Castilla-La Mancha. The call is published in the Official Gazette of the Province of Guadalajara, number 163, dated August 26, 2026.
The decision was adopted by Mayoral Decree number 2026-1204, of August 5, 2026, and stems from the Resolution of the Provincial Delegation of the Ministry of Economy, Business and Employment in Guadalajara, of July 3, 2026, which grants the subsidy to the council. The process is governed by Order 46/2026, of April 7, of the Ministry of Economy, Business and Employment, which regulates the rules for granting subsidies under the Active Employment Support Program and issues the 2026 call.
Purpose and offered positions
The purpose is the temporary hiring of 14 unemployed people in social exclusion, with a non-renewable 180-day contract and a flexible schedule of 35 hours per week (Monday to Friday, from 07:30 to 14:30 hours). The remuneration will be the current national minimum wage, with prorated extraordinary payments.
- Offered position: infrastructure, works, and municipal services laborers (14 vacancies).
- Functions: municipal maintenance and small repairs, maintenance of green areas and gardening, and general services and municipal support.
- Reservation: 4 vacancies reserved for people with disabilities (1 of them).
- No qualification is required for the position.
Preferred groups and quotas
The selection prioritizes vulnerable groups defined in article 16 of Order 46/2026, with mandatory minimum quotas:
- At least 25% of the contracts with people in a situation of social exclusion.
- At least 7% with people in social exclusion with a recognized disability equal to or greater than 33%.
- At least 55% of the hired people must be women.
- At least 15% of the contracts with women victims of gender-based violence.
People in social exclusion will be proposed directly by the Primary Care Social Services, according to the protocol established with the Ministry of Social Welfare. Applications must be submitted to the City Council Registry within seven business days from the day following the publication.
Mandatory training and financing
Before the formalization of the contract, the selected individuals must complete the training action “Auxiliary Operations of Masonry for Walls and Roofs” (EOCB0208), consisting of 280 hours, which is expected to be taught in October 2026 at the Cabanillas del Campo Training Center. Those who do not complete it cannot be hired.
The call is funded by the Regional Government of Castilla-La Mancha, the Provincial Council of Guadalajara, the European Social Fund Plus (ESF+) Program of Castilla-La Mancha 2021-2027, the Sectoral Conference on Employment and Labor Affairs, the Sectoral Conference on Vocational Training, and the City Council of Cabanillas del Campo itself. The ESF+ co-finances 85% of the total eligible costs, under Priority 2 “Social Inclusion and the fight against poverty.”
Impact for the municipality
The initiative represents a real opportunity for labor insertion and access to income for the most vulnerable groups in Cabanillas del Campo, in line with the ESF+ objectives of promoting active inclusion and equal opportunities. The process will conclude with the hiring of the selected individuals and the creation of a substitute pool, with the mayor, José García Salinas, signing the resolution that ends the procedure.
