Cañete announces grants of up to 3,000 euros for youth housing

The City Council of Cañete de las Torres has announced grants for the acquisition of housing or land for young people between 18 and 40 years old, with amounts of up to 3,000 euros. The call was approved by Resolution No. 2026/834, dated September 22, 2026, signed by Mayor Félix Romero Carrillo, and published in the Official Gazette of the Province of Córdoba No. 184, dated September 23, 2026, with the official reference BOP-A-2026-3220 (Ref. Gex. 4328/2026).

Regulatory Framework and Program Objective

The current regulatory bases stem from Resolution No. 2024/982, dated November 4, 2024, which are now modified along with the call for the 2026 fiscal year. The file is processed under the General Subsidies Law 38/2003, of November 17 (articles 22.2.c and 28.4, which allow for direct granting for reasons of public, social, and economic interest), Law 7/1985, of April 2, regulating the Bases of the Local Regime, Law 5/2010, of June 11, on Local Autonomy of Andalusia, and Law 1/2010, of March 8, regulating the Right to Housing in Andalusia. The General Subsidies Ordinance of the City Council of Cañete de las Torres, published in BOP No. 221, dated December 28, 2005, is also applied.

The council justifies the measure based on the difficulty young people face in accessing the real estate market and the progressive population decline of the municipality. The stated objective is to promote youth autonomy and emancipation and to encourage establishing residency in the town, with the resulting socioeconomic benefits for the community as a whole.

Amounts, Beneficiaries, and Requirements

The grants are awarded on a non-competitive basis, in order of registration of the application with complete documentation, until the available credit is exhausted. The planned amounts are:

• 3,000 euros for residents registered on the census for more than three years.
• 1,500 euros for those registering on the census for the first time.

Eligible beneficiaries are young people aged 18 to 40, already registered or registering from the publication of the bases, who have signed a purchase agreement for a house or plot of land for its rehabilitation or new construction within the municipal boundaries. The required conditions include:

• Being between 18 and 40 years old on the date of application.
• Being registered in the Municipal Register of Inhabitants (Padrón).
• Neither the applicant nor the members of their household unit may be beneficiaries of housing subsidies from other calls by this or any other Administration.
• Not falling under the circumstances of article 13.2 of the General Subsidies Law.
• Submitting only one application per cadastral reference.

Beneficiaries must maintain their residence in the municipality for the three years following the grant. The expenditure is charged to budget application 453.10.1522, titled “HOUSING REHABILITATION PROMOTION”.

Deadlines, submission, and justification

The application period begins the day following the publication of the call summary in the Official Gazette of the Province of Córdoba. If the credit is exhausted sooner, a Mayoral resolution will terminate the period, which will conclude on the day of its publication. The submission methods are:

• In person, at the General Registry of the City Council, at Plaza de España, 1.
• Electronically, via the municipal Electronic Registry (www.cañetedelastorres.es/sede), within the procedures catalog of the YO CAÑETE Program.

The required documentation includes a copy of the NIF or NIE, a historical census registration certificate, a land registry note (nota simple), a bank account ownership certificate, and certificates of being up to date with the Tax Agency, the Regional Government of Andalusia, the Local Treasury, and Social Security. The maximum resolution period is three months from the application, and the justification may not exceed three months from the granting. Against the resolution, which ends the administrative process, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

Impact for the municipality’s youth

The call offers the youth of Cañete de las Torres direct financial support for the purchase of housing or land, with more favorable treatment for those who already reside in the municipality. The measure is part of a municipal strategy against depopulation and in favor of generational renewal, and its effectiveness will depend on the speed with which applications are submitted, as the distribution closes as soon as the allocated credit is exhausted.
