Cáseda processes the ex officio deregistration of four residents from the census
Por FactBox Admin

The Cáseda City Council has opened ex officio deregistration proceedings from the municipal register of inhabitants for four people due to improper registration. The mayor, Sergio Lanas Remón, signed the edict on October 9, and the Official Gazette of Navarra publishes it this Wednesday, October 21, in issue number 210, with the official reference L2613191. Those affected have a non-extendable period of fifteen business days to file objections and provide documentation proving their effective and habitual residence.
The announcement appears in section 6, Other announcements, heading 6.1, Notification Edicts, on page 37386 of the gazette. The initiation is based on Article 72, in relation to Article 54, of Royal Decree 2612/1996, which approves the Regulation of Population and Territorial Demarcation of Local Entities, a rule that regulates the ex officio deregistration of those listed as registered without actually residing in the municipality.
Four files and four addresses
The edict identifies the interested parties by initials and lists the registration address for each, associated with a different file:
- File 4/2026: A.R.G., calle Nueva 6.
- File 5/2026: D.J.C., calle Mayor 4.
- File 6/2026: S.B.S.M., calle Bajada a San Blas number 3, 1.
- File 7/2026: O.M., calle Del Castillo number 5.
The four procedures are processed separately, although they share the same cause—improper registration in the census—and the same schedule for objections, which begins with the publication of the announcement in the regional gazette.
Fifteen business days to prove residence
The deadline is non-extendable and is counted from the date of publication of the edict, that is, from this October 21. Within that window, the interested parties may submit objections and present “as many documents and justifications as they deem pertinent” to demonstrate that they live effectively and habitually at the listed addresses.
The burden of proof lies with those affected: the file is specifically aimed at verifying whether the census registration corresponds to a real residence, a requirement that the regulation demands to maintain registration in the municipal census.
Notification by edict following failed attempt
The City Council is resorting to a public announcement because it failed to personally notify the start of the administrative proceedings to any of the four interested parties. Therefore, the communication is made simultaneously in the Official Gazette of Navarra and on the edicts board of the Cáseda City Council, in accordance with the procedure provided for in Article 72 of the aforementioned regulation.
Issue number 210 of the bulletin includes another announcement from the Cáseda City Council, in this case regarding notifications of acts of the executive procedure with reference E069000/00008/2026 and publication number L2613282, signed on October 13 by the executive collector María Teresa Ibáñez San Miguel. This is a tax procedure independent of the census.
Ex officio deregistration files are common in the edicts section of the provincial bulletin: in recent weeks, they have been published, among others, by the city councils of Berbinzana (number 189, September 23) and Torres del Río (number 205, October 14), with similar deadlines for allegations.
The resolution of these four files will determine whether the affected individuals are removed from the Cáseda census. The census registration is the document that proves residency and conditions access to municipal services, certain grants and benefits, and the exercise of rights such as voting in local elections, so the decision directly affects the administrative status of the four named residents.
