Córdoba authorizes mining resource exploitation on rural land

The Córdoba City Council has definitively approved the extraordinary action project on rural land for the implementation of a mining resource operation in polygon 69, plots 11 and 12, with cadastral references 14900A06900011 and 14900A06900012. The agreement was adopted by the Most Excellent Plenary Council in an ordinary session on July 23, 2026, and is published by the Municipal Urban Planning Management (GMU) in the Official Gazette of the Province of Córdoba No. 181, dated September 18, 2026, with the official reference BOP-A-2026-3004 (pp. 13467-13468).
Who is promoting the action
The project is promoted by Luis Javier Fernández-Figueroa Moreno, representing Eloy Martínez Sagrera e Hijos CB, and was drafted by the architect Luis García de Viguera. The processing was carried out under file 4.1.2.- 1/2025 and under reference PCTM 7600_GE01_2025_00195, with technical-legal reports for admission for processing dated July 9, 2025.
The Plenary recognized the proposal as incompatible with the urban environment, in accordance with article 32.1 a) of the RGLISTA, and subsequently approved it definitively under the terms of the report from the Planning Service of the GMU. The agreement will be notified to the promoter, indicating the applicable appeals.
Conditions, deadlines, and easements
The agreement imposes a series of obligations and warnings on the promoter:
- The action is subject to administrative concession until April 2064, pursuant to article 34 of Decree 550/2022.
- Once this period has elapsed without renewing the application, or if activities cease for more than five consecutive years, the authorization will lose its validity and the land must be restored to its natural state, following a hearing with the interested party.
- All conditions of the sectoral reports must be met, particularly the Exolum report: no action may be taken within a 10-meter strip from the axis of each pipeline without prior express authorization from the competent body.
- Within a maximum period of one year from the notification of approval, the promoter must apply for the municipal license and pay the Compensatory Payment, which accrues upon the granting of the license according to article 22.5 of Law 7/2021.
- In the processing of the licenses, the objections from the sectoral reports, the supply companies, and the municipal reports will be taken into account, as well as the promoter’s commitments submitted on November 11, 2025.
Publication and administrative control
The agreement orders the publication of the resolution in the Official Gazette of the Province and on the transparency portals of the Most Excellent City Council and the GMU, where the approved action project will also be published. The edict is signed in Córdoba on August 27, 2026, by the manager, Julián Álvarez Ortega, and bears the secure verification code B8FC753B34E95998F51.
The approved documentation includes a two-part report, annexes, and nine plans—location, scope, cadastral plots, registry plots, phases and impacts, action plans, and phases A, B, and C—as well as the authorization of the drafting architect.
The decision closes a significant urban and environmental file in the surroundings of polygon 69, by enabling extractive use on non-urbanizable land with an exploitation horizon extending until 2064. For the residents and owners in the area, the agreement establishes environmental and safety precautions—especially the protection strip for oil pipelines—and now opens the phase for the municipal license and payment of the compensatory benefit, a prerequisite for the actual start of the works.
