Córdoba aprueba definitivamente la ordenanza de SADECO sobre higiene y animales

The Plenary of the Córdoba City Council definitively approved on October 15, 2026, the modification of the ordinance regulating the non-tax public heritage provision for public hygiene, health, and animal welfare services provided by the Municipal Sanitation Company of Córdoba (SADECO). Agreement number 246/26 from the Environment department is published in full along with the articulated text in the Official Gazette of the Province of Córdoba No. 207, of October 26, 2026, with the official reference BOP-A-2026-3542, starting on page 15469.

PP Majority and Two Dismissed Claims

The vote concluded with 15 votes in favor from the representatives of the Popular municipal group and 10 against, corresponding to the Socialist (7) and VOX (3) groups. Before the debate, the Plenary dismissed the claims submitted during the public information period by the Socialist Municipal Group and by the Citizens’ Movement Council.

The file had been reported by the Permanent Commission for Urban Development, Sustainability, and Public Services on October 8, 2026. The agreement, signed in Córdoba on October 19 by the delegated councilor for the Presidency, Miguel Ángel Torrico Pozuelo, further orders the resolution to be forwarded to Saneamientos de Córdoba S.A., the socialist group, and the citizens’ council, and for the full text to be published in the BOP.

What is Charged and to Whom

The regulation establishes the factual budget of the provision and its coercive nature. In public hygiene, it includes:

  • The non-voluntary reception of municipal waste from homes, accommodations, premises, and establishments, including its treatment, recovery, and disposal.
  • The cleaning of graffiti on fences, walls, facades, and urban furniture without authorization or against public ornamentation.
  • The cleaning and fencing of plots on urban or developable land that fail to comply with the Municipal Urban Hygiene Ordinance.
  • The management of hazardous waste and electrical and electronic equipment under municipal jurisdiction.

In animal health and welfare, charges are applied to the removal of animals from public roads or homes for sanitary reasons, their deposit and custody at the Municipal Center for Animal Health and Welfare, the observation of biting animals, humane slaughter, identification and ex officio registration in the Municipal Registry of Companion Animals, mandatory veterinary assistance, and the license for potentially dangerous animals.

Those obligated to pay are the occupants of homes and premises—owners, usufructuaries, tenants, or precarious occupants—and, in the case of premises, the holder of the opening license. When the fee is collected with the water bill, the holder of the subscription to the Municipal Water Company of Córdoba SA is presumed to be the obligated party. Owners and communities may be held responsible by substitution.

Reductions, deadlines, and collection

The text provides for reductions for retirees and pensioners with incomes that do not exceed the IPREM by more than 12%, which are applied to one-third of the rate of concept 1006 for the seventh category of streets. It also contemplates:

  • An annual discount of 204 euros, at a rate of 34 euros every two months, for establishments covered by municipal tax ordinance no. 102.
  • Up to 45% for food distribution and catering companies with verified food waste reduction systems.
  • The loss of benefits in case of non-payment, once the enforcement procedure (procedimiento de apremio) has begun.

Voluntary payment must be made within three months following the issuance of the receipt, and claims are filed before the Presidency of SADECO within a period of one month. The City Council grants the municipal company the power of enforcement for the executive collection of unpaid amounts.

Entry into force

The final provision establishes that the ordinance will enter into force the day following its full publication in the BOP and after the period of fifteen business days set forth in article 65.2 of Law 7/1985, regulating the Bases of the Local Regime. The rates will be increased, where applicable, by the current Value Added Tax rate.

The regulation directly affects the receipt paid by residents and businesses for waste collection and for veterinary and animal shelter services, and consolidates SADECO as the collecting entity for these services within the municipality of Córdoba.
