Cànoves i Samalús definitively approves the municipal organic regulation

The Plenary of the Cànoves i Samalús City Council has definitively approved the municipal organic regulation (file 1766/2025), as no allegations or suggestions were submitted during the public exhibition period. The same resolution definitively approves the regulation for the use of cultural, civic, and sports spaces and facilities. The announcement and the full text of the regulation are published in the Official Gazette of the Province of Barcelona on September 2, 2026 (CVE 202610135603).

The municipal organic regulation was initially approved by the Plenary in an ordinary session held on November 27, 2025. The text was submitted for public information for thirty business days, counted from the day after the publication of the announcement in the provincial gazette. After the deadline passed without any allegations being presented, the initial approval became definitive, and the document was signed by the mayor, Josep Cuch Codina, on August 25, 2026.

A regulation to organize municipal government

The new regulation, based on Law 7/1985, of April 2, regulating the bases of local regime, and Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia, updates the organization and functioning of the municipal bodies. The preamble justifies the reform due to the need to adapt the legal instrument to changes in the legislative framework and the advancement of new technologies that facilitate citizen participation.

The regulation governs the institutional structure of the City Council and the status of its members, and incorporates a title dedicated to open government, with transparency, participation, and citizen collaboration. Among the necessary bodies it configures are:

• The Municipal Plenary.
• The Mayor.
• The Local Government Board.
• The Deputy Mayorships.
• The Special Accounts Commission.
• The Municipal Political Groups and the Information Commissions (the latter only if the municipality exceeds 5,000 inhabitants).

Participation, transparency, and new technologies

The regulation expressly recognizes the Village Council of Samalús, which is governed by its own organic regulation approved on March 27, 2009. It also provides for the possibility that the Plenary may agree, by absolute majority, to create the figure of the municipal ombudsman, with the powers indicated in article 59 of the Recast Text of the Municipal and Local Regime Law of Catalonia.

Regarding modernization, the regulation incorporates annexes dedicated to telematic assistance in sessions, remote voting by electronic means, and the digital video record system, which guarantees the full recording of plenary sessions and their public consultation. Plenary sessions shall be public, except in cases affecting the right to honor, privacy, or one’s own image, and shall be disseminated via the municipal website and the notice board.

Economic regime and dedication of elected officials

The text also organizes the dedication regime and the economic rights of the councilors, with modalities of exclusive and partial dedication, compensations for attendance at sessions, and indemnities for justified expenses. It is established that the Plenary shall determine the remunerations within legal limits, and the regime of incompatibilities and the register of interests is fixed, with the obligation for members of the corporation to declare their assets and activities before taking office.

The regulation will enter into force once definitively approved and its full text published in the Official Gazette of the Province of Barcelona, after the period provided for in article 65.2 of Law 7/1985 has elapsed. With this approval, the municipality of Vallès Oriental provides itself with an updated regulatory framework that organizes municipal life and the use of public facilities, and which reinforces transparency and citizen participation in the management of the city council.
